Local Licensing Authority <br />Minutes <br />September 23, 2019 <br />Page 6of8 <br />Hotel and Restaurant Liquor License — 701 Main Street — 7/6/19 <br />Incident <br />Chairperson Machado called the show cause hearing to order. <br />Mr. Gollin, Special Prosecutor for the City stated he was ready to proceed. <br />Patrick Walsh, 1315 Lambert Circle, Lafayette, CO, owner of Por Wne House, <br />stated he was ready to proceed without an attorney. <br />Machado made the show cause order and notice of the hearing part of the <br />record. <br />Mr. Gollin waived his opening statement. Mr. Walsh stated as a business owner <br />he takes liquor service to customers very seriously and all his employees are <br />trained in alcohol service as a condition of employment. <br />Officer Barrett Odenbach, a Louisville police officer, took the oath and reported <br />he was called out to Por Wine House on the evening in question. Dispatch said <br />a neighboring restaurant refused service to a patron and then they saw him walk <br />across the street to Por. Officer Odenbach parked in front of Por. Officer Rogers <br />went to talk to the reporting party. Officer Odenbach saw a man he thought was <br />the patron in question. The man was close to a group of people and was loud <br />and fit the description provided. The patron had what looked like a margarita in <br />front of him. Officer Odenbach had the patron exit the bar to talk to him. His <br />receipt showed one drink, a margarita. The patron showed signs of intoxication <br />and given a breath test showing he was twice over the legal limit. <br />Officer Odenbach took the patron to the addiction recovery center. <br />Mr. Walsh asked if Officer Odenbach got receipts from Huckleberry. The answer <br />was no. The patron reported being at other establishments but couldn't <br />remember where. Dispatch provided the description of the man and Officer <br />Rogers got further information. <br />Mr. Walsh noted the precise tip on the tab. Officer Odenbach noted he helped <br />the man finish the receipt before taking him to recovery. Mr. Walsh said an <br />internal incident report was done at Por. Officer Odenbach was not aware of the <br />internal report. The two individuals the patron had been talking to reported he <br />was not bothering them. <br />Officer Seth Rogers took the oath and noted he is a Louisville police officer and <br />was on duty on the day in question. When the officers arrived on the scene, <br />Officer Odenbach stayed in front of Por and Officer Rogers went to the <br />Huckleberry. Rogers spoke to the server who had called the police. The server <br />reported the patron was acting oddly and was refused alcohol service and then <br />observed going across to Por. The server at Huckleberry pointed the individual <br />out in Por across the street. <br />
