City Council <br />Meeting Minutes <br />November 4, 2019 <br />Page 9 of 20 <br />Councilmember Leh stated this new building would be a huge benefit to downtown. The <br />extraordinary benefit of providing new tax revenue downtown should qualify. The <br />chances of having substantial new revenue is a bet, but one worth taking. The 90% is the <br />only thing that is worthwhile. <br />Mayor Muckle clarified his motion to make sure there is a note in the agreement about <br />inflating the base based on the assessor's valuation every two years. Director Watson <br />stated the assumption would have to be made by the average increase in the whole <br />district. Attorney Cotton -Baez stated we could capture that language in the agreement. <br />Mayor Muckle moved to approve with that change made by staff before signing. <br />Councilmember Keany as seconder agreed to the changes. <br />Councilmember Maloney supports the project just not the TIF rebate. He feels it could be <br />built without that rebate. He stated we are supportive of downtown with the tools we have. <br />Roll Call Vote: Motion passed 4-3; Mayor Pro Tem Lipton and Councilmembers Maloney <br />and Stolzmann voting no. <br />RESOLUTION NO. 39, SERIES 2019 — A RESOLUTION DESIGNATING THE <br />TROTT/DOWNER CABINS TO BE LOCATED AT 1212 SOUTH STREET (MINERS <br />FIELD) A HISTORIC LANDMARK <br />Mayor Muckle introduced the item and opened the public hearing. <br />Planner Selvoski stated this is a request for landmarking the cabins at their new location <br />at Miners Field. She reviewed the architectural significance, social significance, and <br />physical integrity of the cabins. Staff and the HPC recommend approval of the <br />landmarking. <br />Public Comments <br />Jean Morgan, 1131 Spruce Street, stated this has been a 15-year project for her and she <br />thanked the Council for landmarking. She would like to see continued work on the project <br />with volunteers and to secure the last building on the property. She thanked Director <br />Zuccaro for his work. <br />Mayor Muckle closed the public hearing. <br />Councilmember Keany moved to approve Resolution No. 39, Series 2019; seconded by <br />Councilmember Leh. <br />Councilmember Leh thanked Ms. Morgan for all her work on this project. <br />Voice vote: all in favor. <br />
