ORDYIrTAN ` INTO. 87 <br /> IIAN ORDINANCE PROVIDING FOR THE MANNER OF EXERCISING THE IN= <br /> ITIATIVE AND REFERENDUM POWERS, RESERVED TO LEGAL VOTERS OF EVERY <br /> CITY, TOWN AND MUNICIPALITY AS TO ALL LOCAL, SPECIAL AND MUNICIPAL <br /> LEGISLATION OF EVERY CHARACTER, IN AND FOR THEIR RESPECTIVE MUNI- <br /> CIPALITIES IN THE CONSTITUTION OF THE STATE OF COLORADO, BY THE <br /> LEGAL VOTERS OF THE TOWN OF LOUISVILLE, BOULDER COUNTY, COLORADO, <br /> AS TO ALL OF THEIR MUNICIPAL LEGISLATION. <br /> BE TT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF LOUIS- <br /> VILLE, COLORADO: <br /> Section 1. That the initiative powers, as reserved to the legal <br /> voters of every city, town or municipality, as to ail local, spec- <br /> ial and municipal legislation of every character, in or for their <br /> respective municipalities in the Constitution of the State or Colo- <br /> rado, shall extend to and include all local, special and municipal <br /> legislation of every character in and by the Town of Louisville, <br /> County of boulder and State of Colorado, witnin the powers belonging <br /> to or conferred upon incorporated towns, under the Constitution and <br /> Laws of the State of Colorado; and the said initiative powers shall <br /> be exercised in and by the Town of Louisville, County of Boulder, <br /> State of Colorado, in the manner prescribed by this Ordinance. <br /> IISection 2. That every iriitiative-,petition shall include the full <br /> text of the measure proposed; shall be signed by legal voters of <br /> the Town of Louisville in number at least fifteen (15) per cent <br /> pf the whole number of votes cast in said Town for Mayor at the <br /> last municipal election of town officers preceding. the filing of <br /> any 'such initiative petition, and shall be addressed to the Mayor <br /> and Board of Trustees of said Town and filed with the Clerk Of <br /> said Town at least ninety (90) days before the election at which <br /> it is to be voted upon. Said petition shall be submitted by the <br /> Clerk of the Town, to the Board Of Trustees at its next'session <br /> following the said filing. The Board of Trustees shall either <br /> ordain or reject the same as proposed within thirty (30) days ' <br /> after its submission; and if the Board of Trustees shall reject <br /> the said proposed Ordinance or shall take no action thereon, then <br /> the Town Clerk shall submit the same to the voters of the Town <br /> at the next ensuing election held therein not less than ninety <br /> (90) days after the same was filed with the Town Clerk, or at a . -, <br /> special election for the, purpose of voting on said measure, if a <br /> special election is demanded by said petition. The Board of <br /> Trustees may ordain said ordinance and ,refer, it to the voters <br /> of the said Town or it may ordain said ordinance without refer- <br /> ring it of the people, and in the latter case it may be subject to <br /> the referendum petition in like manner as other ordinances., If <br /> the Board of Trustees shall reject said ordinance or take no action <br /> II thereon it may ordain a competing ordinance which shall be sub- <br /> mitted-by the Town Clerk at the same election at which said init- <br /> iative ordinance is submitted. Such competing ordinance shall be <br /> prepared by the Board of Trustees and ordained within the thirty <br /> (30) days allowed for its action on the measure proposed by init- <br /> iative petition. The Mayor shall have no power to veto either of <br /> said measures. _. <br />
