That the referendurri powers are reserved to the legal" <br /> voters of every city, town or municipality as to all local special <br /> or municipal legislation of every character, in or for their res- <br /> pective municipalities in the Constitutuion of the State of Colo- <br /> rado, shall extend to and include the local, special an,d municipal <br /> legislation of every character in and by the Town of Louisville , <br /> County of Boulder, and State of Colorado, or to any section or s <br /> sections, item or items, or part or parts thereof within the powers <br /> belonging to or conferred upon incorporated towns under the con- <br /> stitution and laws of the State of Colorado, except as ' to resolutions <br /> and ordinances of the Board of Trustees of the Town of Louisville , <br /> necessary for the immediate preservation of the public peace , health <br /> or safety and appropriations for the support and maintenance of the <br /> town- government, and the several departments thereof, and except <br /> the annual tax levy ordinances required by law to be passed in said tow <br /> town. The referendum may be ordered either by petition signed by <br /> legal voters of the Town of Louisville ,- in number' at least ten (10) <br /> per cent of the whole number of votes cast in said Town of Louis- <br /> ville for Mayor at the last municipal election of Town Officers <br /> preceding the filing of such referendum petition or by the Board' <br /> of Trustees of the Town of Louisville; and said referendum powers <br /> shall be exercised in s,nd by the Town of Louisville, County of <br /> Boulder, State of Colorado in the manner prescribed by this Ordinance. <br /> Section 4. .That all referendum petitions shall include the full <br /> text of the measure or of the section or sections, item or items, <br /> or part or parts thereof on which the referendum iademanded; and <br /> said Referendum petition shall be addressed to the Mayor and Board <br /> of Trustees of the Town of Louisville and filed with the Town Clerk <br /> of said Town not more than thirty ( 30) days after the passage by <br /> the Board of Trustees of the measure or of the section or sections, <br /> item or items, or part or parts thereof, on which the referendum <br /> is demanded. No ordinance shall take effect or become operative <br /> until .thirty (30) days after such final passage, excepting a measure <br /> necessary for the preservation of the peace , health or safety, or <br /> except as to appropriations and annual tax levy ordinances as afore- <br /> said. And no such emergency measure shall be come immediately op- <br /> erative unless it 'shall--state in a separate, section the reasons <br /> why it is necessary that it should become immediately operative <br /> and shall be approved by the affirmative vote of a majority vote <br /> of the members elected to the Board of Trustees, taken by Ayes <br /> and Noes and approved by the Mayor, or passed over his veto by the <br /> requisite number of votes. And any such measure, section or sect- <br /> ions, item or items, or part or parts thereof or which a referendum <br /> is demanded shall be submitted to a vote of the legal voters 'of the <br /> said town at the next general municipal election, or at a special <br /> election, if a special election therefor is requested in such petition <br />
