Pritchard moved <br />and Sheets seconded the motion. Motion passed by voice vote. <br />Wood requested a motion to enter into public record all the documents as contained in <br />the meeting packet distributed to the Planning Commission. Pritchard moved and <br />Russell seconded the motion. Motion passed by voice vote. <br />Wood provided the following summary: <br />• Case #08-011-PS/PP is a request for authorization of a preliminary subdivision <br />plat and preliminary planned unit development (PUD) of approximately one (1) <br />acre in area for five (5) single family homes and fourteen (14) townhome units. <br />The parcel is located soul:h of downtown Louisville at the southwest corner of <br />County Road and Elm Street and addressed as 555, 557 and 561 County Road. <br />The total land holdings are comprised of three ownership parcels. <br />The applicant is requesting to change the three (3) ownership parcels into six (6) <br />separate parcels for residential development. <br />The subject property was formerly occupied by eight (8) mobile homes and <br />several single family homes. <br />There are currently four (4) single family homes on the property -two of which <br />are planned to be removed with the development of the project. <br />Wood continued with a summary of the Preliminary Subdivision Plat: <br />Areas discussed included) public-use dedication, provisions of required access <br />and utility easements, they proposed grading plan, and the requirements of the <br />Louisville Fire Protection District. <br />The position of staff is that the Parbois Subdivision Plat is required to create and <br />dedicate lots, tracts, or parcels. The applicant/subdivider is to fully comply with a <br />public use dedication a sE~t forth in Section 16.16.060 of the Louisville <br />Subdivision Code. <br />The northerly portion of the property is currently within the AH Flood Designation <br />Zone within the 100 year flood district as shown on the official FEMA flood map <br />(October 4, 2002). A flood plain development permit was approved by the Board <br />of Adjustment on July 11, 2007 stating for all structures located in the AH Flood <br />designation, the lowest habitable floor shall be elevated to the Flood Protection <br />Elevation of 5,332 feet. <br />The approximate floor elE~vations, according to the grading plan, are sitting at or <br />above an elevation of 5,336 feet. To add fill to that extent within the 20' required <br />setback, a series of three 2' high, retaining walls are shown on the plan set. <br />The Fire Marshall has requested the height of the grade next to the buildings be <br />reduced to allow fire crev~rs to be able to adequately access and drag hose to <br />areas behind the buildings from the adjacent roadways. The Fire Marshall is <br />requesting that the grades be reduced along Elm Street and County Road. <br />. Staff recommends the overall grading plan be revised to limit the extent of fill to <br />the Base Flood Elevation of 5,332, a reduction of four (4) feet. This will lessen <br />
