Planning Commission <br />Meeting Minutes <br />July 10, 2008 <br />Page 8 of 14 <br />the grade for the fire department, and alleviate the need for two (2) retaining <br />walls. <br />Drainage of the site has been addressed with an on-site detention pond. <br />Wood continued with a summary of the Preliminary PUD development plan: <br />The fourteen (14) townhomes are proposed to be located on the north portion of <br />the property adjacent to EIm Street and County Road. They are proposed in five <br />(5) separate buildings <br />The five (5) single family homes are proposed on five (5) individual lots with lot <br />sizes ranging from 3,814 .SF to 4,266 SF in area. <br />The alley has been utilized for the primary access for the townhomes as well as <br />four (4) of the single family homes. The alley width varies from 17.5 feet to 14 <br />feet. Staff is requesting, as a condition of approval, the applicant provide <br />sufficient dedication to esttablish a minimum alley width of 20' for the full length of <br />the property backing to the alley. <br />The density permitted by ithis zone district is one (1) unit for every 3,500 SF of lot <br />area or 12 units per acre. The applicant is requesting 19 units for a density ratio <br />of one unit per 2,753 SF. <br />The proposed density requires relief from the maximum permitted density under <br />the RM zoning. Additional) relief is also required for building height, building <br />setbacks and floor area ratio. <br />As a condition of approval the PUD shall be revised to eliminate two units. <br />Wood summarized the requested waivers: density, height, roof pitch, setbacks and lot <br />coverage /floor area ratio (FAR). <br />Wood stated staff is recommendling approval of the Preliminary Subdivision Plat and <br />Preliminary Planned Unit Development (PUD) for Parbois Subdivision, with the following <br />six (6) conditions: <br />1) The Subdivider to fully comply with a public use dedication as set forth in Section <br />16.16.060 of the Louisville Subdivision Code. <br />2) The grading plan shall be revised to limit the extent of fill to the Base Flood <br />Elevation of 5,332, a reduction of 4 feet. <br />3) The subdivision plat shall be revised to dedicate sufficient additional right of way <br />so as to establish a minimum alley width of 20' for the full length of the property <br />backing to the alley. <br />4) The overall number of multi-family units on Lot 4 shall be reduced from 14 units <br />to 12 units. Specifically thie westerly unit of Building Two and the northerly unit of <br />Building Three shall be elliminated. <br />5) Building Two must retain a setback of 10' from the western property line. <br />6) The proposed building hE~ight shall not exceed 30' from average finished grade. <br />Commission Questions: <br />Lipton, Loo, Hartman and Russell asked questions during the staff presentation for <br />clarification of: alley width, fire truck access, moving truck access, density, sprinkler <br />townhomes, flat roofs and buildings over or within the easements. <br />Applicant Presentation: <br />Garrett Mundelein, 555 County (Road, provided a history of the property, a summary of <br />ownership, previous police reports for the site and a general overview of the <br />
