City Council <br />Meeting Minutes <br />January 14, 2020 <br />Page 2 of 6 <br />Deputy City Manager Davis noted the proposal in the document includes the list from the <br />December meeting and a proposed time allotment and priority recommendation. <br />City Manager Balser stated staff feels the list of high priorities is achievable and we have <br />the capacity to do them„ she reiterated the high priorities are the major goal. If large items <br />come up during the year, the list may have to be adjusted. Some items require meetings <br />and study sessions while others can be addressed with memos to Council. <br />Members discussed each item. (Original staff proposed schedule and priority noted here.) <br />1. Transportation Master Plan Development and Implementation —1 Regular Meeting <br />for 19 and 20 budgeted items. High priority. <br />Mayor Pro Tem Maloney noted more meetings might be needed. Everyone agreed this is <br />the greatest priority. <br />2. Economic Vitality Strategic Plan & Implementation —1-2 Regular Meetings, High <br />priority <br />All agreed this is high priority and it should be placed early in the second quarter. <br />3. 2021-2022 Budget and CIP — 5 preparation meetings and 5 Regular Meetings for <br />adoption. High priority. <br />After some discussion on priority, all agreed to the proposed schedule and priority. <br />4. Sustainability Action Plan Update — 2 Regular Meetings, high priority <br />Members noted the timing will depend on what priorities are agreed upon in the final plan <br />and added the Sustainability Board needs to be focused in the plan and choose those <br />priorities that can be impacfful. Everyone agreed on the high priority. <br />5. Airport Noise Mitigation Efforts — 2 Regular Meetings, high priority <br />Deputy City Manager Davis noted there will be an update in February and work continues <br />on establishing a roundtable of stakeholders. Another update is expected fourth quarter. <br />Everyone agreed on the high priority. <br />Mayor Stolzmann suggested the top five items should be the only ones to be listed as <br />high priority; everything else could be medium or lower. <br />6 Vaping, E-Cigarettes, Tobacco — 2 Regular Meetings. High priority <br />
