City Council <br />Meeting Minutes <br />January 14, 2020 <br />Page 3 of 6 <br />City Manager Balser noted Council will need to give direction on this if it wants to pursue <br />something like a tobacco tax on the ballot this year. Councilmember Dickinson noted the <br />State may make changes so the City won't have to; we may want to wait and see. <br />Councilmember Brown stated this is a very important item to him. He asked if there would <br />be time to get something on the ballot if the State does not act on its own this session. <br />Mayor Stolzmann stated she would like to only consider a tobacco tax, not the licensing <br />option, or some others. Councilmember Brown stated the tax would be his first priority. <br />Members agreed the tax should be the option to address this. <br />Members agreed this is an issue they want to move forward either from Louisville or with <br />work from the County and State. <br />Councilmember Fahey stated she wants vaping/tobacco included in the high priorities. <br />Mayor Stolzmann stated the high priority list needs to be kept small enough to actually <br />accomplish and it shouldn't include core services. There are important items we do each <br />year that are high priority but aren't on the work plan. Councilmember Leh agreed. <br />Members agreed to wait and see what happens at the State and County but the City will <br />be prepared to put something on the ballot if needed. <br />7. Design Guidelines Update — 2 Regular Meetings for review of draft adoption. High <br />Priority. <br />Director Zuccaro stated this is the Planning Department's main staff focus for the first half <br />of this year. <br />Mayor Stolzmann stated this should be lower priority than the other Planning items. She <br />thinks the height calculation item is more important. <br />Councilmember Lipton stated the business community would like this addressed. <br />Members agreed to medium priority and the proposed schedule. <br />8. Urban Renewal Authority Plans/Strategy —1 Regular Meeting and 1 Study Session. <br />High Priority. <br />Mayor Pro Tem Maloney would like this included in the Economic Vitality strategy. <br />Members agreed to combine this with the EV Strategy. <br />9. Evaluation of City Council Appointees —1 Memo, 2 Executive Sessions, 2 Regular <br />Meetings. High Priority. <br />
