Tanoue read by title only Ordinance No. 1266, Series 1997, "An ordinance approving an annexation,
known as the Carson Annexation to the City of Louisville, Colorado."

Davidson called for Council questions and comments.

Sisk asked how they proposed to develop the property under B.O. zoning.

Carlson stated they would like to do an office/campus type of development with a 33% F.A.R.

Howard asked if there had been a traffic study.

Carlson had not yet done one this early in the project.

Davidson asked how annexing this property would be of benefit to the City of Louisville.

Carlson stated that it would provid employment and add to the tax base.

Mayer was not sure what the benefit of this annexation would be to Louisville, no matter what the
zoning is. He pointed out the 88th Street is already heavily traveled and it would put additional
pressure on McCaslin, if not 96th Street.

Sisk felt this annexation was just another way to create urban sprawl on Hwy. 36. He stated that they
have relatively inexpensive property which would escalate vastly by virtue of this annexation. He
agreed with Mayer's comments.

Lathrop felt it was the applicant's burden to demonstrate to Council that this is a good annexation.

Davidson stated that Council did not want 88th Street to become a four-lane road. He was
concerned about the expense to the City as this would require the City to improve more of 88th
Street. He wondered if the annexation would be a money loser for the City. He wondered about the
B.O. zoning vs. the A.O.T. zoning.

Lathrop moved that Council, with their comments, place Ordinance No. 1266, Series 1997, out for
publication and set the public hearing for October 21, 1997.

Davidson announced that Lathrop's motion died for a lack of a second.

Sisk moved that Council deny the motion for annexation, Ordinance No. 1266, Series 1997, seconded
by Mayer.

Tanoue suggested going forward with Lathrop's motion, with a second, and the a vote taken.
Sisk withdrew his motion, seconder Mayer agreed.

4
