City Council Finance Committee <br />Meeting Minutes <br />12/16/19 <br />Page 2 of 5 <br />PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA <br />None. <br />IT CYBERSECURITY UPDATE <br />IT Director Chris Neves presented a summary of the City's past and ongoing efforts <br />related to cybersecurity to the Finance Committee. <br />Director Neves stated that IT staff vigorously adheres to the industry's best practice <br />protocols and devotes a large amount of time daily to monitoring operations, <br />networks, SPAM filtering services, firewall policies, backups, and staff training. <br />Additionally, Director Neves stated that a thorough and comprehensive <br />independent audit was conducted in 2017 with all recommended remedies being <br />completed by the end of that year. <br />Director Neves stated that work would continue in 2020 to include an assessment <br />of PII data and conversion to Microsoft Office365. Focus will also be placed on <br />creating a cybersecurity Incident and Breach Plan, and the review and <br />enhancement of the current IT Security and Disaster Recovery and Continuity of <br />Business Operations Plans. <br />Finance Committee Chairperson Maloney thanked Director Neves for the excellent <br />report and stated that health and safety of City assets, personnel and citizens are <br />Council's top priority. Chairperson Maloney stated, and the other Finance <br />Committee Members agreed, that they are open to assist with any policy or funding <br />needs related to cybersecurity during the upcoming budget process. <br />Chairperson Maloney also suggested an IT update be added to the Committee's <br />Work Plan every six -months. <br />The reports and corresponding narrative can be located in the packet of the <br />December 16, 2019 Finance Committee Meeting. <br />CIGARETTE TAX DISCUSSION <br />Tax Manager Penney Bolte presented information and analysis to the Finance <br />Committee related to the passage of HB-1033. Manager Bolte stated that the bill <br />expands options for counties and municipalities to adopt a special sales tax on <br />cigarettes, tobacco, and nicotine products with the forfeiture of the City's allocation <br />of the State Cigarette Tax, but also allows for the imposition of licensing or fees <br />without forfeiture. <br />
