Attorney Light was authorized to prepare an Order and Notice for a Show Cause Hearing and to contact <br />an attorney to represent the Authority as Special Prosecutor. <br /> <br />SECRETARY'S REPORT <br /> <br />The Secretary reported that the Tri-City Elks had filed an application for four Special Events Permits. <br />The dates of the events are July 10, 1999 -10 a.m. to 10 p.m., July 18, 1999 -11:00 a.m. to 8:00 p.m., <br />September 6, 1999 - 4:00 p.m. to 2:00 a.m., and December 3, 1999 - 4 p.m. to 2:00 a.m. The State <br />permits ten permits, per non-profit organization, per year. The Tri-City Elks was granted one Special <br />Events Permit, in February of 1999. The property was posted from June 15 through June 25, 1999. <br />There were no written objection filed with the Secretary, therefore she approved the Tri City Elks Special <br />Events Permits and forwarded the application with the State. <br /> <br />ATTORNEY'S REPORT <br /> <br />Attorney Light reported on a letter prepared for the Chairperson's signature and forwarded to the Board <br />of Directors of the American Legion Walter Rhodes Post 0111. The letter expressed the Authority's <br />concern over the individual history record and related background reports of newly appointed <br />Commander George Plumley, Sr. Light stated that as of this date, the American Legion has not <br />responded to the letter. <br /> <br />Light also reported on statutory changes which affect liquor licensing. HB99-1065, which will go into <br />effect on September 30, 1999, deals with Club Licenses only. It stipulates, with regards to character <br />issues, that only the character of the President and the Manager should be considered for a Club License <br />application. <br /> <br />Light reported on HB99-1215, which deals with Common Carder Licenses. This license is generally <br />associated with the airlines, however that license has been broadened to allow liquor to be served at non- <br />profit events in licensee owned museums.
