Revitalization Commission <br />Minutes <br />December 9, 2019 <br />Page 2 of 4 <br />Reports of Commission <br />None <br />Business Matters of Commission <br />• Presentation on Hwy 42 and Short Street Improvements <br />Public Works Director Kurt Kowar gave overview of Hwy 42 improvements. <br />Under contract with Goodland Construction for just over $2m. <br />Two warrant studies by CDOT have discovered that signal not warranted at <br />Short St. If business permit comes thru for drive thru in that area, CDOT will <br />move forward. Design for the signal has been approved. <br />The east side will improve access to Sports Complex. Left turn backups should <br />be mitigated. Analysis of Hwy 42 was completed in 2013. The study suggested <br />4 lane and larger update of Hwy 42 in coordination with Lafayette and CDOT in <br />future. <br />Griffith St will become right in and right out. There are ongoing conversations <br />with the State about lowering the speed limit on Hwy 42. <br />We have cooperation agreement at DeLo. Can we participate in significant <br />signage letting people know about access and parking to downtown? <br />Staff to look into it. Most significant pinch point is Pine St. When will any <br />improvement occur? It was in previous CIP; it can be added. We will look at this <br />again in 2020. CDOT operates signal at Pine St and Hwy 42. After study is <br />completed, there will be prioritized phases. <br />South St underpass connection to open space has not been prioritized into any <br />plan. <br />Should LRC discuss collaboration with BRaD for understanding of more <br />opportunities? <br />• Discussion / Direction LRC 2020 Work Plan <br />Put items together for LRC to review and discuss. Chair Fisher will meet with <br />Mayor to discuss LRC also. In January, the LRC will have longer term financial <br />plan based on TIF assumptions. <br />
