Revitalization Commission <br />Minutes <br />January 13, 2020 <br />Page 2 of 5 <br />Business Matters of Commission <br />• 2020 Open Governments and Ethics Handbook <br />Economic Vitality Director Megan Pierce asked LRC commissioners to review <br />the 2020 Open Governments and Ethics Handbook included in the packet. <br /> <br />• Approve 2020 Posting Notices of Public Meetings <br />The LRC approved the following for posting notices of public meetings: <br />• Website <br />• Recreation/Senior Center <br />• Library <br />• City Hall <br />• Police Department <br /> <br />• Election of Officers <br />The LRC unanimously elected the following to serve as officers of the LRC for <br />2020: <br /> <br />Steve Fisher, Chair <br />Alexis Adler, Co-Chair <br />Alex Gorsevski, Secretary <br /> <br />• Approve Meeting Date and Time for 2020 <br />There was discussion of meeting preferences. The LRC approved meeting on <br />the second Wednesday of each month at 8:00 am starting in February 2020. <br /> <br />• Discussion/Direction for Agreement Regarding Property Tax TIF Revenue <br />Sharing, Highway 42 Revitalization Area <br />In September of 2019, the LRC approved a TIF revenue sharing agreement <br />with the Louisville Fire Protection District (LFPD.) The LRC forwarded the <br />agreement to Council for consideration. Council opted to wait until after the <br />November 2019 ballot issues were decided. The agreement, with revisions <br />since the September approval, is included in the packet. <br /> <br />The agreement proposes the LRC would provide the District 25% of TIF <br />revenues generated by the 6.686 mill levy and 100% of TIF revenues generated <br />by the recently approved 3.900 mill levy. <br /> <br />Council member Lipton asked if the money is needed by the LFPD seeing that <br />the voters approved the mill. Chief Willson stated that in the past 10 years <br />there has been a 160% increase in call volume. This has resulted in a <br />decreased response time. The District determined a second engine crew was <br />needed. 80% of the LFPD revenue comes from property taxes. The Chief <br />stated the District’s goal was not to seek another mill levy increase for 10 years, <br />and therefore they are requesting the revenue sharing on both mill levies. <br />Packet P. 3
