Arms establishment. Chairperson Jeffers recused himself from the discussions in this matter, due to
personal friendship with some members of the family involved in this disturbance. Authority member
Kimmett presided over the Authority discussion. It was noted that in the municipal court, the charges
against Druid Arms employees Avril and Michael Chamley were dismissed.

Several members of the Authority expressed concern that the bar staff should have recognized a .317
blood alcohol level of intoxication.

Sergeant Riggins stated that he believed there might be additional reports on this case. He was excused
from the discussion to research the police files for additional reports. The Druid Arms matter was set
aside while Sergeant Riggins researched the files.

SECRETARY'S REPORT

Chairperson Jeffers returned to the meeting and called for the Secretary's report.

The Secretary reported the Authority had received a thank you letter from Judy Morris, wife of former
member Gene Morris. The Authority along with the Mayor and City Council had sent flowers to Gene's
funeral.

The Secretary also reported liquor training was held in Louisville on Sunday, October 24, 1999, from
10:00 to 11:30 a.m. The Liquor Enforcement Division of the Colorado Department of Revenue
conducted a Louisville/Lafayette Joint Liquor Training. Agents Dave Zeimer and Jennifer Wickersham
gave instruction to 28 participants. Sergeant Jerry Riggins reviewed local rules and answered questions.
Eleven were from Louisville establishments and sixteen from Lafayette. Those attending for Louisville
included one from Kings Soopers, one from the Barn Store, three from Centennial Liquors, two from
Druid Arms, one from the Courtyard at the Marriott, two from the Pine Street Junction, and one from
DeCusantis.

A second training session will be held in Louisville on Wednesday, October 27, 1999, at 5:00 p.m., in the
City Council Chambers. Agents' Zeimer and Wickersham will preside over the training session.

POLICE DEPARTMENT REPORT (CONTINUED)
A. Disturbance at Druid Arms Tavern.

Sergeant Riggins returned to the meeting. Chairperson Jeffers recused himself from the discussion of
disturbance at Druid Arms Tavern. Authority Member Kimmett presided over the Authority discussion.

Sergeant Riggins was able to find one additional incident report, which gave more details about the
incident in question. After a lengthy discussion it was the Authority consensus that there was sufficient
evidence to give notice of a Show Cause Hearing for Druid Arms on one or more liquor code violations.

4
