STAFF COMMENTS: The draft ordinance is amending Section 17.20.160 to eliminate the screening requirement for motor vehicles. This modification is being recommended based upon public comment received. The modification is based upon the reasoning that if their is no screening requirement imposed upon motor vehicles, recreational vehicles, or trailers parked in the front setback, why should units parked in either side or rear yards carry a screening requirement. See strikeout language below. STAFF RECOMMENDATION: The Departments of Administration, Public Safety and Planning have received over the course of the last four years comments covering a wide spectrum of concerns relative to the existing ordinance. Comments range from those residents that feel there should be no legislative restraint to what an individual property owner should be able to legally store or park on private property to those that desire to fully prohibit the outside storage of trailers or recreation vehicles on private property. Staff recommends that the Planning Commission approve Resolution No. 9, Series 2008, with the above redline modiications. PLANNING COMMISSION ACTION: Resolution No. 9, Series 2008, recommends approval by the Planning Commission of a resolution recommending approval of an ordinance amending Sections of Title 17 of the Louisville Municipal Code to revise the city's regulations concerning the parking and storage of motor vehicles, recreational vehicles, trailers, dumpsters, roll -offs and portable storage units. The Commission may approve (with or without conditions), continue or deny the request. The Commission's recommendation will be forwarded to City Council for final action. 7
