• Evaluate the results of the EPS Market Study for policy formulation which directs a <br />balance between revitalization and pedestrian character. <br />Housing <br />• Policy formulation needs to continue to stress the importance of providing <br />`attainable' housing as well as senior housing opportunities. <br />• Are there additional low income housing strategies which should be supported <br />through policy formulation? <br />• Do we need to create a transition zone in the Old Town Overlay District to deal with <br />minor subdivisions? <br />• Increased demand for densification of Old Town District to allow for more than one <br />unit on their 7,000 SF property. Is this densification supported? <br />Parks -Trails <br />• Evaluate policy direction for a regional trail system across train tracks on both north <br />and south side of town, aside from using major arterials. <br />• How will the properties along East Street be connected to the existing Coal Creek <br />Trail System and Community Park when Fastracks blocks access across the tracks? <br />Community Character <br />• Historic Preservation discussion will kick off by a round table discussion in May of <br />2008. Policy formulation should clarify goals as related to the preservation of <br />qualifying structures, and or preservation of the pedestrian scale downtown. <br />• Recommend an implementation strategy to amend design standards to align with <br />established goals. <br />• Would the City desire to update the Downtown Design Standards to reflect Mixed - <br />Use Development? <br />• Signage should be a major topic during the update of the Downtown Design <br />Standards. <br />• Review the FAR allotment for downtown. <br />• Would the Cultural Arts Committee desire to consider a Public Arts Plan for <br />downtown? If retaining walls are used for FasTracks, there will need to be a Public <br />Arts plan for those walls — murals, metal wall art, relief images, etc. <br />Community Services <br />• How can we deal with the request for wind turbines in the Old Town area? <br />5 <br />
