• Policy formation should evaluate the current boundaries of the Downtown <br />Commercial Community (CC) Zone District. Should the Downtown CC Zone <br />District be modified, and or expanded north into the Residential Medium (RM) <br />District? This discussion would likely focus on the area between Main Street and the <br />BNSF right of way. North of Lafayette, east of Main Street is already zoned <br />Commercial Neighborhood (CN). <br />• Evaluate the current boundaries of the Commercial Business (CB) Zone District south <br />of the CC District on the east side of County Road (grain elevator and warehouse <br />property). If zoning is determined to be too intensive for the neighborhood, perhaps a <br />more restrictive zone such as MU-R or CC would be more appropriate. <br />• Evaluate the current land use classification of Community Commercial for Pine Street <br />Plaza. Property directly across Pine to the north is designated MU-R on the Hwy 42 <br />Revitalization Land Use Exhibit. This is a Gateway parcel for the Downtown District <br />— MU-R or CC Design Standards would be more consistent with property north of <br />Pine. <br />• Land Use designations approved in conjunction with the Highway 42 Mixed -Use <br />Development Design Standards and Guidelines should be incorporated so as to be <br />consistent with the 2008 Comp Plan. <br />Transportation <br />• Policy formulation should state the need to minimize the impact of surface parking on <br />the Highway 42 FasTracks site. <br />• Policy focus should recommend an implementation strategy to evaluate the impacts <br />of traffic circulation and parking on both the east and west sides of the railroad right <br />of way as associated with the FasTracks Station. <br />• The development of an implementation strategy for a parking management plan is <br />recommended. <br />• Evaluate policy formulation which outlines the City's position relative to the <br />anticipated scope of improvements required for South Boulder Road and the BNSF <br />rail road right-of-way. <br />• Should Main Street be realigned at the intersection of Main and South Boulder to <br />allow for Quiet Zone modifications? <br />• Sidewalks are needed on East Street south of Pine Street. <br />Economic Development <br />• Continue to market Downtown and establish gateway signs for Downtown. <br />4 <br />
