4. That external effects of the proposal are controlled, considering compatibility of land <br />use; movement or congestion of traffic; services, including arrangement of signs and <br />lighting devices as to prevent the occurrence of nuisances; landscaping and other similar <br />features to prevent the littering or accumulation of trash, together with other factors <br />deemed to affect public health, welfare, safety and convenience; <br />There does not appear to be a trash/recycle collection area shown on the site plan. Staff requires <br />that a trash/recycling area be constructed on the site that will adequately serve this use. Such <br />area should be identified on the plan set. <br />The applicant has stated a future need for a sign on this building. Being that this structure is <br />located in the CN zone district, the sign will be subject to the Sign Code regulations established <br />in the LMC and the Commercial Design Development Standards and Guidelines (CDDSG). <br />The drop-off, pick-up area is proposed for the east side of Main Street. Drop-offs and pick-ups <br />occur at varying times during the day, given various staggered class times. <br />Staff believes this criterion has been met. <br />S. That an adequate amount and proper location of pedestrian walks, malls and landscaped <br />spaces to prevent pedestrian use of vehicular ways and parking spaces and to separate <br />pedestrian walks, malls and public transportation loading places from general vehicular <br />circulation facilities. <br />The public sidewalk system in place on Main Street is adequate to meet all pedestrian needs for <br />the existing and proposed use. <br />Staff believes this criterion has been met. <br />STAFF RECOMMENDATION: <br />Staff finds the proposal to meet the special review use criteria. Staff recommends approval of <br />the special review use application for The Patchwork School at 1428 Main Street, with the <br />following conditions: <br />1. The applicant shall provide an all weather on -site parking area or a third party parking <br />agreement with the property to the south for staff parking, being that the existing parking <br />arrangement is currently off -site on BNSF Railroad right-of-way. The parking issue <br />should be addressed prior to City Council. <br />2. A trash/recycling area shall be constructed on the site that will adequately serve this use. <br />3. The SRU site plan shall be modified to reflect signage on the street pickup/drop off lane. <br />The east side of Main Street along the frontage of the subject property shall be signed for <br />"pick up and drop off only" to allow for the eastern side of the street to remain free and <br />clear for queuing. <br />4. The Special Review Use is granted to the applicant only and is for a maximum of 28 <br />students. <br />4 <br />
