Posted in City Hall, Public Library, <br />Recreation Center, and the Courts and Police Building on April 24, 2015. Mailed to surrounding <br />property owners and property posted April 24, 2015. <br />Staff Report of Facts and Issues: <br />Trice presented from Power Point: <br />• 480 West Dahlia behind Albertson's building. It is adjacent to the carwash. It is adjacent <br />to two residential areas, the Townhomes at Coal Creek and the Meadows at Coal Creek. <br />• Cheng's Place PUD was approved by City Council in 1994. <br />• Cheng's Place PUD was amended in 1997 to add a 1,060 SF addition on the west side. <br />• Zoning - Structure is zoned Planned Community Zone District—Commercial/Residential <br />(P-C/R). Parking lot on east side zoned Commercial Business (CB). <br />• Request is to remove the existing vestibule on the south side and create a new entrance <br />including the 698 SF addition. <br />• It will add a mechanical screen on the north elevation. <br />• It will create a new monument sign in the same location. <br />• It will reconfigure parking which includes removing 11 parking spaces. <br />• It will develop a new trash enclosure. <br />• It will redesign the vehicular pedestrian circulation to go from a one way drive access to <br />a two way drive access. <br />• Site Plan - Change entrance to east elevation, 698 SF addition. <br />• Circulation - One-way access off W. Dahlia to two-way. <br />• Parking - Current 84 spots, Required: 29 (based 4 spots/1000 SF), Proposed 73 spots <br />• Landscaping — Six trees will be removed and removed trees will be replaced. CDDSG <br />minimum open space 30%, proposed 33%. <br />• Architecture & Signs - Addition, mechanical screen, trash enclosure, and monument <br />comply with CDDSG. <br />• Neighborhood Impact and Public Comments - Minor changes. Existing fence and <br />landscape buffer. Proposed office use open fewer hours than existing gym. Received <br />public comments regarding access drive and trash enclosure. <br />Staff Recommendations: <br />Staff recommends Planning Commission approve Resolution 16, Series 2015 with the following <br />conditions: <br />1. The applicant must make the changes stated in the memo from Public Works, dated <br />May 7, 2015, prior to publication of June 9, 2015 City Council packet. <br />Commission Questions of Staff - <br />Moline says he has been in some backyards of homes abutting the parking lot. There is more <br />than two times the amount of parking needed. Is it possible to look at reducing the amount of <br />parking or improving the relationship of the east side of this property to the property owners? <br />Trice says there is a detention pond located there. There is a substantial amount of landscaping <br />in the southeast corner. It is over -parked.
