The current site provides an on -site playground in the rear of the property which is fenced. <br />The applicant stated the only modifications they intend for the structure are interior upgrades <br />required by Colorado Department of Human Services. <br />According to a letter submitted by the applicant, the target child for this use would be ages <br />2.5 to 8 years of age. The stated enrollment goal is between 75 and 90 children with 10 to <br />14 full time staff members. The business is licensed through the Colorado Department of <br />Human Services. The proposed use would operate Monday -Friday from 7:30 a.m. to 5:30 <br />p.m. <br />The majority of the drop offs will be at or after 8:30 a.m., with only a few children remaining <br />until 5:30 p.m. Their business is modeled off an existing business they have in Boulder <br />called "Active Boulder Kids". <br />STAFF ANALYSIS: <br />Louisville Municipal Code § 17.40.100.A lists five criteria to be considered by the Planning <br />Commission in reviewing a Special Review Use application, which follow. The Planning <br />Commission is authorized to place conditions on their recommendation of approval, if they <br />believe those are necessary to comply with all of the criteria. <br />1. That the proposed use/development is consistent in all respects with the spirit <br />and intent of the comprehensive plan and of this chapter, and that it would not be <br />contrary to the general welfare and economic prosperity of the city or the <br />immediate neighborhood; <br />The Comprehensive Plan (Plan) encourages a vibrant mix of land use to meet the needs of <br />the Louisville citizenry. Economic Development Principal ED-1 states "The City should <br />retain and expand existing businesses and create an environment where new businesses <br />can grow." The proposed school will be located in an existing building that was designed to <br />accommodate a preschool/daycare. The property is surrounded by a residential <br />neighborhood to the west, north and east, and commercial to the south — all of whom can <br />benefit from this use. Staff finds this criterion has been met. <br />2. That such use/development will lend economic stability, compatible with the <br />character of any surrounding established areas; <br />The proposed school will be located in an existing preschool/daycare building. The school <br />will help lend economic stability to the area that is compatible with the surrounding <br />residential and commercial uses and provides a use in a building which has been vacant for <br />a number of years. Staff finds this criterion has been met. <br />3. That the use/development is adequate for the internal efficiency of the proposal, <br />considering the functions of residents, recreation, public access, safety and such <br />factors including storm drainage facilities, sewage and water facilities, grades, <br />dust control and such other factors directly related to public health and <br />convenience; <br />3 <br />
