There is no new development associated with the proposed use. The school will occupy a <br />space within an existing building. There is currently sufficient public access, drainage <br />facilities, and sewage and water facilities on the site. Staff finds this criterion has been met. <br />4. That external effects of the proposal are controlled, considering compatibility of <br />land use; movement or congestion of traffic; services, including arrangement of <br />signs and lighting devices as to prevent the occurrence of nuisances; <br />landscaping and other similar features to prevent the littering or accumulation of <br />trash, together with other factors deemed to affect public health, welfare, safety <br />and convenience; <br />The proposed school is compatible with the surrounding residential and commercial uses. <br />The site will continue to be accessed from the existing entry points off of Centennial Drive <br />and the current surface parking will be utilized to serve the school. Staff finds this criterion <br />has been met. <br />5. That an adequate amount and proper location of pedestrian walks, malls and <br />landscaped spaces to prevent pedestrian use of vehicular ways and parking <br />spaces and to separate pedestrian walks, malls and public transportation loading <br />places from general vehicular circulation facilities. <br />The subject property has a sidewalk that runs along the western side of the property. There <br />is not a formal pedestrian access that connects the sidewalk to the building as the access <br />drives do not have sidewalks. Although pedestrian access to the site is not ideal, staff finds <br />occupying a space within an existing building with a school should not trigger the <br />requirement to upgrade the pedestrian facilities. Staff finds this criterion has been met. <br />STAFF RECOMMENDATION: <br />Staff finds the proposed use is consistent with the criteria for approval of a special review <br />use. The school will fill a vacant commercial space, provide a valuable service to the <br />Louisville citizenry, and will not have any foreseeable adverse effects on the surrounding <br />neighborhood. <br />Staff recommends Planning Commission move to approve Resolution No. 18, Series 2015, <br />a request for a special review use (SRU) for the placement of a daycare/pre-school in a <br />previous daycare/pre-school located at 1970 Centennial Drive. <br />The Commission may approve (with or without conditions), continue or deny the request. <br />The Commission's recommendation will be forwarded to City Council for final action. <br />ATTACHMENTS: <br />1.
