Creek Golf Course. Russell Clark replaces Jim Hughes as manager. <br /> <br />City Attorney Kathleen Kelly noted several defects in the application. On the Individual History Report, <br />Russell Clark failed to show previous residence addresses for the past five years. Additionally, Mr. Clark <br />listed a P.O. Box instead of a street and number address on the third line. The Authority agreed to <br />approve the Report of Changes - Manager Registration application contingent upon completion of the <br />Individual History deficiencies, line 24 and 25. Chairperson Jeffers noted Mr. Clark failed to list his <br />military serial number on line 24 of the Individual History Report. <br /> <br />SECRETARY'S REPORT - None <br /> <br />ATTORNEY'S REPORT <br /> <br />Attorney Kelly stated that the City Attorney's office is currently revising the Local Licensing Authority's <br />rules and procedures and that information should be available for the Authority's review at their next <br />meeting. <br /> <br />Chairperson Jeffers stated that he had previously discussed with Attorney Sam Light revisions of the <br />Show Cause findings and increasing the suspension penalty guidelines for second offenses. There was <br />considerable Authority discussion with regard to increasing the penalties for second offenses on liquor <br />license violations. Authority members were in favor of considering increased penalty guidelines, and <br />would review the revisions made by the City Attorney's office at the next meeting. <br /> <br />AUTHORITY COMMENTS <br /> <br />There was Authority discussion relative to the outdoor waiting area of the Outback Steakhouse, which <br />has the same arrangement as previously, discussed at the Carrabba's Italian Grill. Chairperson Jeffers <br />asked the Authority Attorney to review the liquor laws to clarify if the liquor codes permits serving <br />outside the licensed premises. <br /> <br />Chairperson Jeffers noted that at the January 2000 meeting, the Authority should hold an election of its <br />members and seek nominations for Chairperson.
