City Council Finance Committee <br />Work Session Summary <br />05/01 /20 <br />Page 2 of 4 <br />REVIEW OF 2020 CARRY FORWARD REQUESTS AND 2020 CIP <br />Finance Committee Chairperson Maloney outlined the goals for the meeting as <br />right -sizing and prioritizing the list of CIP projects requested for carry forward, to <br />better understand the reasons for the delay of certain projects, and to identify <br />projects recommended to be delayed or re -appropriated for the 2021-2022 budget <br />process. <br />Staff provided a color -coded listing of the projects requested be carried forward <br />from 2019 to 2020. The color -coding indicated projects that are near completion <br />or deemed essential (green), projects that have been canceled or postponed for <br />future City Council consideration (red), and lastly projects that are less than 50% <br />complete, and for which staff is requesting direction (yellow). <br />The Finance Committee members discussed each project identified as cut or <br />requiring direction. The Committee Members requested additional information for <br />several projects included in the 2019 carry forward to 2020: <br />• Parts/Repairs/Maintenance — Painting (staff shortages, bid/scope summer; <br />obtain costs; present to CC; fall 2020 for completion) <br />• Arts Opportunity Programming (info from LCC on intended use of funds) <br />• Freeze Resistant Drinking Fountains (Heritage Park $8K 2020) <br />• Miner's Cabin Relocation (being brought to City Council 5/5/20) <br />• Middle Mile Fiber (partial turn back; fieldwork analysis complete; being <br />brought to City Council Study Session 8/25/20) <br />• Police Dept. Basement Restrooms & Lockers, and <br />• Police Dept. Sleep Room (scope change, need additional costs and <br />timeframe info., some work will be part of 2020 budget amendment; part <br />could be bid in 2020, work completed in 2021) <br />• Railroad Quiet Zones (already started, most likely work will be in 3-4Q 2021) <br />• Downtown Ornamental Light Replacement (likely for 2020, 2021 if in-house) <br />• Heritage Park Renovations (additional information on funding sources) <br />The Finance Committee also identified projects they would recommend be delayed <br />to the 2021-2022 budget process with new CIP requests submitted to re -compete <br />with other projects: <br />• Parks and Opens Space Signs (construction/installation, bid late 2020) <br />• BMX Track at Community Park (drainage and improvements) <br />• Freeze Resistant Drinking Fountains (John Breaux Park - $8K) <br />
