Louisville City Council / Superior Board of Trustees <br />Joint Study Session Summary <br />February 28, 2020 <br />Page 2 of 3 <br />Mayor Stolzmann welcomed everyone. <br />Discussion Item: Rocky Mountain Regional Airport Update: <br />Louisville Deputy City Manager Megan Davis worked with Superior Town Manager Magley. <br />Both Superior and Louisville have continued the contract with ABCx2. ABCx2 is tasked with <br />working with the Town/City and RMMA to advance potential outcomes. They continue to meet <br />with RMMA. Louisville appointed two Council members to a workgroup. The consultants will be <br />in town on April 6 and April 7 for RMMA workshop. Superior is interested in appointing Trustees <br />to a group. <br />Concurrently, the municipalities have been talking to RMMA about the possibility of a roundtable <br />in order to provide opportunity for neighboring communities to voice concerns. Jefferson County <br />has said they will participate. Town Manager Magley said the Jefferson County Manager is <br />interested in setting up a roundtable. <br />Mayor Folsom and Mayor Stolzmann plan to talk with FAA in Washington DC about airport <br />issues during their visit in March. Mayor Folsom appreciates the partnership on the airport <br />issue. He believes the municipalities are getting the attention of the FAA and making progress. <br />Mayor Pro Tern Lacis said there is no teeth in voluntary compliance recommendations. More <br />data is needed from consultants with respect to flight schools. For Superior, the source of <br />complaints is flight schools. Data about age of planes would be helpful to understand the <br />problem. <br />Council member Deb Fahey asked if there have been results from previous roundtables and if <br />they have been effective. Centennial has been effective. <br />Mayor Stolzmann said the FAA said flight routes cannot be changed without a roundtable. <br />Trustee Shah said the roundtable's focus is to understand all federal laws. Emissions are not <br />part of this. FAA says to figure out solution from all stakeholders and they will help implement it. <br />Downtown Superior Update: <br />Town Manager Magley said the downtown Superior project is 160 acre mixed use development. <br />This has been developed over 30 years with construction starting in 2016. 95% has approved <br />final development plan. Toll Bros on south eastern part of project is underway. Revised down to <br />1200 homes. Main Street retail is underway. <br />Council member Dickinson asked Superior Trustees to share any anecdotal success stories <br />related to development. Mayor Pro Tem Lacis said some people are fundamentally opposed to <br />TIF funding that will not go to schools, etc. Mayor Folsom said there will be changes in market <br />conditions, change in board members. He likes to make things less restrictive so to <br />accommodate changes. Trustee Ryan said to over -communicate what plans are including <br />visuals. Mayor Pro Tern Lacis said to try to work with new developers to be consistent with <br />original plans. <br />
