Planning Commission <br />Meeting Minutes <br />June 11, 2020 <br />Page 2 of 19 <br />Moline moves and Diehl seconds a motion to move agenda items C and D to the June <br />25t" meeting. Motion passes unanimously by a roll call vote. <br />Agenda Item A: Redtail Ridge Comprehensive Plan Amendment and General <br />Development Plan Amendment <br />• A request for a comprehensive plan amendment to change the Phillips 66 special <br />district designation from rural to suburban, change the land use mix to include <br />multi -family residential, healthcare and lodging, and change the allowed floor <br />area ratio and building heights; and a request for a 1st Amendment to the <br />ConocoPhillips Campus General Development Plan to allow a mixed commercial <br />and Residential development with to 5,886,000 gross square feet of building area <br />and 2,236 multi -family residential units on 389.1 acres located northwest of US <br />36 and Northwest Parkway and Southeast of S.8&h Street and Campus Drive. <br />o Applicant: Brue Baukol Capital Partners <br />o Case Manager: Rob Zuccaro, Director of Planning & Building Safety <br />Williams discloses to the commissioners that her husband works for Medtronic, but that <br />he would not be working at the proposed Medtronic building location. She believes this <br />will not affect her voting because neither she nor her husband will have any financial <br />gain from this. <br />Moline also discloses information to the commissioners. He informs them that he is <br />employed with Boulder County Parks and Open Space. This county and other counties <br />have provided referral comments on this item. He has not been involved in the <br />preparation of those comments, and he believes that he can be impartial when <br />reviewing this application. <br />Staff Presentation: <br />Before staff begins their presentation, Zuccaro verifies that this application's public <br />notice requirements have been met. They were mailed to the surrounding property <br />owners on May 27, 2020, published in the Boulder Daily Camera on May 24, 2020, and <br />the property was posted on May 27, 2020. <br />Zuccaro begins his presentation with discussing the property's location and background <br />history. He discusses the comprehensive plan amendment and general development <br />plan proposals, reviews each parcel and their proposed plans, and the street and trail <br />plans around the property. <br />Parcel A Proposal: <br />• Senior living multi -family development <br />• 1,326 Units and supporting accessory uses <br />• 1,800,000 Sq. ft. of building area <br />• Park and open space land dedications <br />• Fire station/police annex dedication <br />Parcel B Proposal: <br />• Anticipated as single -user corporate campus <br />• 530,000 Sq. ft. of building area <br />• PUD submitted for review — Separate application <br />
