Planning Commission <br />Meeting Minutes <br />June 11, 2020 <br />Page 3 of 19 <br />Parcels C, D, E Proposal: <br />• Mix of commercial and residential uses <br />• 3,556,000 Sq. ft. — Transferable across parcels <br />• 900 Multi -family residential units — Anticipated for Parcel C, but transferable <br />between C and D <br />• Parcel C intended as pedestrian -oriented mixed use development and includes <br />design standards and intent for north -south Main Street, and plaza with minimum <br />area of two acres <br />• 224 of 900 Units designated for affordable housing (10% of 2,236 units proposed) <br />• Concurrency requirement between residential and commercial development <br />• Trail dedications <br />Parcel F Proposal: <br />• Open space and buffer <br />• NW Parkway IGA requires buffer area <br />Zuccaro then discusses the various public land dedications and the analyses of the <br />required height and density, as well as the market trends and the potential for proposed <br />land uses and phasing. <br />Zuccaro spends time reviewing the traffic and mobility study as well as the site grading <br />and drainage plans. The traffic and mobility study brings up the topic of what the <br />estimated daily vehicle trips would be as well as the peak hours of weekday trips. From <br />this study, recommendations for road improvements were made. The following are <br />those recommendations: <br />• Expand portions of 96th and 88th Streets to 4 lanes <br />• New intersection at Campus Drive/NW Parkway <br />• Intersection improvements at Rockcress/88th, Rockcress/NW Parkway, <br />88th/Dillon, NW Parkway/96th <br />• US 36 Interchange fails without improvements in 2030 <br />• Rockcress/NW Parkway and 96th/NW Parkway fail without improvements in 2040 <br />Zuccaro speaks on the fiscal analysis and mentions the need to evaluate the costs for <br />expanding city services and revenues from development, the expanded services for the <br />new residents and employees, and the ongoing city maintenance. <br />Zuccaro concludes his presentation by reviewing the Comprehensive Plan Analysis <br />criteria. The criteria is as follows: <br />A. The amendment request is consistent with the goals, policies and intent of the <br />comprehensive plan of the city. <br />B. The amendment request will not result in adverse impacts to existing or <br />planned services to the citizens of the city. <br />C. The amendment request demonstrates a need exists for the amendment <br />through either changed conditions or past error which support adjustments to the <br />city's comprehensive plan. <br />D. The planning commission and/or city council may consider other factors in <br />reviewing an application as they deem appropriate and may request additional <br />information which is necessary for an adequate review and evaluation of the <br />amendment. <br />
