Planning Commission <br />Meeting Minutes <br />December 1211, 2019 <br />Page 6 of 13 <br />Rice stated that the Commission was considering the special use. He noted that there <br />had been commercial use approved since 2016. The only question was whether a <br />small-scale inn was appropriate, which he noted was different from a hotel. He thought <br />it was compatible with the uses and that an inn where people are sleeping than offices <br />and other commercial uses such as restaurants and bars and he was in favor of the <br />request. <br />Hoefner thought a small hotel made a lot of sense for a small downtown. He noted that <br />there was a hotel at the intersection of Pine and Main Street according to a 1915 <br />photograph. <br />Moline agreed and stated that this hotel was compatible and he was compelled by <br />staff's analysis of the five criteria. He noted that the public parking was not germane to <br />today's application, he appreciated that staff and the applicant had been working on that <br />since it was important to the community even though it was not needed in this <br />application. <br />Brauneis appreciated the concern that there was a commercial and a residential part of <br />downtown. He thought that something like this would be better for the residential than <br />something like a bar. He appreciated that there was something charming about this use <br />and he appreciated how something of this size worked in Niwot. <br />Williams stated that she was happy that the five criteria were met and she thought this <br />was a win -win for downtown. There were a couple small bed and breakfasts on <br />Arapahoe in Boulder with nearby residential. She felt good about the fact that the <br />construction is what it is, whether it was commercial or hotel use. She appreciated the <br />discussions of parking. <br />Hoefner moved to approve resolution 20, series 2019. Moline seconded. Approved <br />unanimously by roll call vote. <br />Coal Creek Corporate Center 1 PUD Amendment Extension: A request for a three- <br />year extension of the approval of the Coal Creek Corporate Center 1 PUD Amendment <br />A (Resolution 21, Series 2019) <br />• Applicant: Davis Partnership Architects <br />• Case Manager: Lisa Ritchie, Senior Planner <br />Commissioner Howe joined the meeting. <br />Ritchie noted that the required public notice was met. <br />Brauneis asked if there were any conflicts of interest to disclose. <br />Williams recused herself on the grounds that her husband works for the tenant of the <br />building. <br />Ritchie stated that the applicant was requesting an extension up to February 31 s', 2023. <br />The PUD is for a two-phase expansion of the office building.
