Published in the Boulder Daily Camera on September 21, <br />2014. <br />Conflict of Interest and Disclosure: <br />None. <br />Staff Report of Facts and Issues: <br />Sean McCartney, Principal Planner, presented from Power Point: <br />• Property located on SW corner of Hutchinson Street and Roosevelt Avenue, located in <br />residential medium zone district, and is 1.27 acres. By Louisville Municipal Code (LMC), <br />one unit for every 3500 SF, so this site could yield up to 15 units. <br />• The Hutchinson property is vacant and is historically the site of the ACME Mine. The <br />mine ran between 1888 and 1928, produce over 1.7 million tons of coal. Fire destroyed <br />the tipple in 1927 so the mine closed in 1928. <br />• The Mayhoffers owned the property until one year ago. It is currently used for an <br />irrigation lateral to their farm with a pump house on the property. There is a concrete <br />mine cap which covers the shaft. Two technical reports determined no evidence of <br />subsidence or contaminants in the soil. <br />• Discussion about this property started in Fall 2013, submitted by Concord Partners. After <br />much due diligence and discussion with Staff and surrounding neighbors, the property <br />was purchased by Hutchinson Corner LLC in July 2014. <br />• The lot was never platted. In discussion, the project was always discussed as a six lot <br />subdivision. Fifteen units were not thought to work on this property or within the <br />character of the neighborhood. The PUD limits this development to six single family <br />units. <br />• Because the lot was never platted, a 15% public land dedication (PLD) is required. For <br />this property, the PLD is 8,315 SF or cash in lieu of $33,600 based on land appraisal of <br />$224,000. The development provides 10.7% land of approximately 5,900 SF, will <br />construct and maintain a park for two years, will survey the property by archaeologist <br />and at the time of excavation, will have an archaeologist on site, and will donate any <br />items found and the mine cap survey marker to the historical museum. In total, the <br />applicant will donate $91,385 which is over the PLD or cash in lieu. <br />
