The irrigation ditch will be piped in an easement <br />underneath the private alley constructed. The Pump House will remain on the site. <br />• There is no direct access to Hutchinson because of a private alley to be constructed and <br />maintained by an HOA. The applicant originally proposed for access on to Hutchinson. <br />The Planning Department mentioned the PLD requirement and in working with the Parks <br />Department, Staff recommended an alley and the Parks Department recommended a <br />linear park. Access to the alley will be from Roosevelt Avenue. <br />• Houses will front a linear park which is off Hutchinson Street. There will be a new <br />sidewalk off Hutchinson Street. Roosevelt has a sidewalk on the east side. Lots 4 and 5 <br />are set back 50' from the Mine marker. <br />• Waivers being requested are minimum lot width, minimum lot coverage, minimum floor <br />area, minimum and maximum front yard setback, maximum building height, and roof <br />pitch. <br />• Staff feels the waivers are justified as requested because of PLD with construction and <br />maintenance of the park, the character -defining architecture, the site planning, and <br />sensitive treatments for historical importance including interpretive park and <br />archaeological analysis. <br />• Trash collection will be off the alley off Roosevelt Avenue and not Hutchinson Street. <br />• The interpretive park will be 2,348 SF with a bench, a landscape area, and the first to <br />have public art. The interpretive sign is currently being reviewed by the Historical <br />Commission. <br />Staff Recommendations: <br />Staff recommends Planning Commission approve Resolution No.20, Series 2014. <br />1. The applicant shall continue to work with the Historical Commission to ensure the <br />information shown on the interpretive sign is sufficient for interpretive purposes. <br />2. If Planning Commission and City Council approve the floor area waiver, staff <br />recommends the deed restriction be expanded to prohibit any second floor construction <br />on detached accessory structures, including garages. <br />3. The applicant shall include a note on the PUD which states "Hutchinson Corner LLC <br />shall pay for an archeological survey and excavation monitoring of the Acme Mine <br />Shaft." <br />Commission Questions of Staff: <br />Rice asks about floor area restriction waiver. Is there precedence for this? Do these <br />restrictions apply? <br />McCartney says Staff has not received this request before. <br />Russ says the floor area restriction in the residential district applies to single family. PUD is for <br />6 units or more. Staff does not get PUD waivers for floor area residential district because they <br />are not large enough for the PUD. <br />McCartney says the requirement to do a PUD for a single family residential would need at least <br />six units. <br />Russell asks if there a standard of performance guarantee on the two year period that park <br />maintenance will occur; are there specifics? <br />McCartney says no, but that it will be included and detailed in the subdivision agreement. <br />Russell asks about a trash truck being able to turn around in the alley. <br />McCartney says there is a turnaround established in the alley. <br />Moline asks about the floor coverage if the garages were included. <br />
