Is this a potential use? <br />Robinson says his understanding is this is not a drug and alcohol rehab facility. Those types of <br />centers require a SRU. <br />Pritchard asks if an alcohol rehab facility fall under the definition of "institution?" <br />Robinson answers affirmative. <br />Brauneis clarifies the PC is not approving this type. <br />Moline asks about building coverage guidelines for this lot? <br />Robinson answers the building footprint plus parking cannot exceed more than 70%. <br />Applicant Presentation: <br />Jason Messaros, 1603 Oak Ridge Drive, Fort Collins, CO 80525, Landscape Architect <br />He has no additional presentation. <br />Commission Questions of Applicant: <br />Pritchard asks whether he has looked over the conditions from Staff? <br />Messaros answers he has reviewed them and is okay with them. <br />Rice asks about a letter from the Centennial Pavilion Lofts Condominium Association HOA to <br />the east of the property pointed out four items of concern. <br />Messaros answers he is not familiar with these items. All of the typical parameters for <br />construction will be maintained. <br />Rice asks Robinson about the letter. Are these four issues addressed by building code? <br />Robinson answers: <br />• #1 - 44,000 sf building be located on the northwestern corner of the lot. Robinson says <br />the building is indeed located in the NW corner. <br />• #2 — significant drainage directed east of the planned development. Robinson says the <br />drainage plan has been reviewed by Public Works and approved. Because of the site <br />slope, the drainage will go to the SE corner where the detention pond is. <br />• #3 — adequate barrier on the east side of the development to protect from excessive soil <br />"pollution". Robinson says there will be standard construction requirements such as a <br />silt fence. <br />• #4 — area between our property and planned development have appropriate landscaping <br />and open space. Robinson says there is landscaping between the property and the <br />parking lot and additional landscaping in the parking lot itself. <br />Robinson feels all four items have been addressed and met. <br />Moline asks the applicant his definition of what a skilled nursing facility is and what are typical <br />patients? <br />Messaros says skilled nursing facility is a place between a hospital stay and home. After <br />surgical procedures, patients are not ready to take care of themselves, so they spend a little <br />time at a facility to get on their feet. It is not hospital care but it is skilled nursing, being <br />maintained and observed. There are no surgical practices taking place at the facility. <br />Tengler asks about the length of stay and type of patient. Is this the next step up from assisted <br />living for a senior or physical rehab after surgery? <br />Masaros says it is not a nursing home but is available for all age groups post hospital stay or <br />prior to a hospital stay. It is medical -related but not necessarily care -related. Length of time for <br />projected stay is a number of weeks as opposed to months. <br />Tengler asks whether the owner manages a number of facilities? <br />Messaros says the owner owns a number of facilities throughout the country. <br />Tengler mentions other letters in the record. Some dealt with security. Are there security <br />measures regarding patients posing threat to neighbors nearby. <br />Messaros says it is not part of the program. <br />
