The actual <br />public notice of any ordinance comes through the first reading of the ordinance done by the City <br />Clerk. The agenda was posted in City Hall, Public Library, Recreation Center, and the Courts <br />and Police Building on April 3, 2015. <br />Staff Report of Facts and Issues: <br />Russ presented from Power Point: <br />• The proposed definition is Live -Work means a single property with one or more <br />structures that combine a commercial activity allowed by -right in the underlying zone <br />district with a single residential living unit. <br />• It is a common Planning term. Every historic community has Live -Work environments. <br />Examples in Louisville are 801 Main Street which was a Post Office and residence <br />(moved to 721 Grant Avenue). The City Hall parcel had a barber with a dwelling unit. <br />The Blue Parrot parcel had a drug store with a dwelling unit behind it. A current example <br />is 901 Main Street which is an office commercial building with an attached single family <br />dwelling. <br />• In 1967 when Louisville implemented the Zoning Code, it was made an illegal activity in <br />the City. <br />• How do we create a Mixed Use environment? Live -Work is somewhat Mixed Use. It is <br />supposed to be one residential unit and one commercial unit. There is home occupation <br />allowed in all residential units. If you live in a house, you are allowed to conduct <br />business. Home occupations are for small scale, non -disruptive commercial activities <br />within neighborhoods. <br />• In Community Commercial Zone Districts, there is a commercial component allowed by <br />right. The residential component is only multi -family as an option, not single family, and <br />is allowed by Special Review. <br />• In Mixed Use Zone District, commercial allowed by right. Residential, multi -family <br />allowed by right in MU-R, but not allowed in CC. Single family dwelling is not allowed in <br />either. <br />• The draft ordinance before the PC and will go before City Council says the Commercial <br />Community (CC) and Mixed Use (MU) Zone Districts will be the only two districts in the <br />City where Life -Work would be allowed. <br />• Performance standards. <br />o The commercial and residential portions of the live -work use shall remain under <br />single ownership and shall not be subdivided. <br />o The residential portion of the Live -Work use shall not exceed sixty six percent <br />(66%) of the total floor area of the development. <br />o The residential portion of the Live -Work use is prohibited in the lower level of the <br />building facing the front lot line of the parcel. <br />o Parking requirements for a Live -Work use shall be as follows: <br />
