McCaslin Urban Renewal Plan to be in conformity with the Comprehensive <br />Plan and recommending approval of said Urban Renewal Plan. <br />• Applicant and Representative: City of Louisville, Aaron DeJong <br />• Owners: Centennial Valley Investment, LLC Et Al <br />Conflict of Interest and Disclosure: <br />None. <br />Public Notice Certification: <br />Posted with other Planning Commission agenda items. <br />Staff Report of Facts and Issues: <br />Aaron DeJong, Director of Economic Development, presented from Power Point: <br />• Under State law, in establishing Urban Renewal Plans, a presentation before the <br />Planning Commission and get a recommendation to City Council as to whether this plan <br />conforms with the Comp Plan. <br />• Sam's Club closed January 2010 <br />o Building built in 1998, opened in 1999 <br />0 13 acre property <br />0 128,000 sf building sitting mostly vacant. There are a few uses of Ascent <br />Community Church and low cost office furniture. Small percentage used. <br />• New owner as of January 2014 purchased from Wal-Mart. <br />• Several concerns arise from the vacancy; <br />o Reduces the viability of adjacent properties <br />o Could contribute to neighborhood decline <br />o Weakens the McCaslin Corridor <br />• Council directed a Conditions Survey in May 2014. <br />o Urban Revitalization Consulting looked at defined blight factors in State Urban <br />Renewal Law <br />o Conditions Survey completed in July 2014 <br />• Council approved Resolution 60, Series 2014 finding four factors of blight on the <br />property <br />• Council directed Staff to prepare UR Plan preparation January 20, 2015 <br />• Blight finding identified the following factors present; <br />o Faulty Lot Layout <br />o Deterioration of site or other improvements <br />o Defective or unusual conditions of title rendering the title non -marketable <br />o The existence of health, safety, or welfare factors requiring high levels of <br />municipal services or substantial physical underutilization or vacancy of sites, <br />buildings, or other improvements <br />• Main UR Plan components <br />• The objectives for the Plan include the following: <br />
