Planning Commission <br />Meeting Minutes <br />October 8, 2015 <br />Page 7 of 23 <br />Staff Report of Facts and Issues: <br />McCartney presented from Power Point: <br />This is an interesting submittal in that two alternatives are being presented within one submittal. <br />This allows the applicant to have some options in marketing the project. Only one option can be <br />recorded so after the Planning Commission (PC) decides tonight and then when City Council <br />(CC) decides, the applicant can record only one document. <br />• Located in CTC on a property previously known as the Hoyle Property. It was annexed <br />in the early 2000s. One of the elements of that annexation was public land dedication <br />and open space land fund. <br />• Applicant is requesting two alternatives: <br />o Alternative #1 is three buildings totaling 396,000 SF, which is why it is called a <br />campus with three lots. Lot 1 is 10.47 acres, Lot 2 is 8.58 acres, Lot 3 is 9.52 <br />acres, and Tract A detention pond of 3.01 acres. It will have a 960 foot long cul- <br />de-sac that was reviewed and approved by the Fire Marshall. <br />o Alternative #2 is one, 10 acre, 450,000 SF building. Lot 1 is 30.11 acres and <br />Tract A is a detention pond of 3.01 acres. <br />o Both alternatives comply with Chapter 16 of the Louisville Municipal Code <br />regarding subdivision plats. <br />• Open Space Acquisition Fund will total $533,232. It is based on a certain amount per <br />acre and then accrued over a certain amount of time. It will be handled by Staff at the <br />time of recordation and used for the Southwest Boulder County, South Street, Dillon <br />Road, and US 287 Area Comprehensive Development Plan Intergovernmental <br />Agreement. Staff works with Boulder County, Lafayette, and Broomfield to establish a <br />fund and monies are distributed within the fund and used within this acquisition area. <br />ALTERNATIVE #1 <br />SITE PLAN <br />• Primary access off Dillon Road. 63% lot coverage and 75% is permitted. <br />• Each Lot separately complies with overall lot coverage requirement. <br />• Surface parking on all four sides of buildings. <br />• Loading areas protected from view of Dillon Road by "L" shaped building and <br />landscaping. <br />• Lot 3 requires a parking waiver if built full office and a shared parking agreement is <br />required. <br />
