Planning Commission
Meeting Minutes
November 12, 2015
• Owner: Ronda Grassi and Nancy Welch
• Case Manager: Scott Robinson, Planner II
Conflict of Interest and Disclosure:
None.
Public Notice Certification:
Posted in City Hall, Public Library, Recreation Center, and the Courts and Police Building, the
City website, mailed to surrounding property owners, and property posted on October 23, 2015.
Published in the Boulder Daily Camera on October 25, 2015.
Staff Report of Facts and Issues:
Robinson presented from Power Point:
• Request for PUD and SRU for a new building at 824 South Street, southwest corner of
South Street and Main Street. Currently, there is an existing one story house on the
west portion of the lot. The east portion along Main Street is currently vacant.
• The proposal is to keep the existing house but take down the garage on the west side of
the house along the alley. This area will be used for parking. A new three-story building
on the east portion of the lot will have two floors of commercial space and a residential
unit on top.
• The SRU is for a multi -family residential, two units, and the outdoor dining and shopping
area. There will be a small courtyard between the existing house and the proposed new
structure.
• The property is governed by CC (community commercial) zoning and by the Design
Handbook for Downtown Louisville. It meets the standards of those guidelines. They do
not meet the required parking. They are requesting waivers for height and number of
stories.
N/A
6,800 SF
N/A
2,926 SF
9,726 SF
1.3
1.3
N/A
4,526 SF
N/A
74%
4 Spaces
2 spaces
9 Spaces
3 Spaces
35'
38'
2
3
0'
3'
0'
1 '
0'
0'
20'
21'
PARKING: 13 spaces required. 5 spaces provided on west side of property off alley. 8
spaces fee -in -lieu ($3600 per space) = $28,800.
HEIGHT: Waivers are allowed under Louisville Municipal Code (LMC) if "the
development plan contains areas allocated for usable open space in common park area
in excess of public use dedication requirements or that the modification or waiver is
warranted by the design and amenities incorporated in the development plan, and the
needs of residents for usable or functional open space and buffer areas can be met."
Staff went through the Design Guidelines from Design Handbook for Downtown
Louisville and discussed where these were met and where they are "pushing the limits."
