Planning Commission <br />Meeting Minutes <br />June 8, 2017 <br />Page 5 of 27 <br />reduce dumpsters from 2 to 1, perhaps analyze the dumpster size, and shield them from <br />residents. There is no obvious 13' deep by 10' area without taking out trees. We hope for <br />something other than a two dumpster enclosure solution. We can keep working with the <br />applicant. We have not identified a footprint to accommodate it. <br />Brauneis says in clarification, the Arts Center dumpster is not part of this discussion. We can <br />hope to influence a discussion going forward. <br />Rice asks if it is a shared facility. <br />Zuccaro says in a way, it is all one lot. The scope of the project is clearly to redo the pool <br />house, extend the pool deck, and install a new top pool. From a planning standpoint and when <br />there is an issue that does not meet a code requirement, we look at the whole lot. <br />Pritchard asks Zuccaro what he thinks the odds are that this issue will be worked out before <br />CC. <br />Zuccaro says we will keep working on it. There is clearly no obvious solution if 2 full-sized <br />dumpsters are kept. It will require discussion between departments and divisions to find an <br />alternative. We can put more time into this before CC. <br />Moline says I'd like to see the dumpsters enclosed and its footprint minimized in the alley. <br />However, dumpsters are fairly mobile and could be moved if utility work is necessary. <br />Zuccaro says Staff is not proposing the enclosure to be in the alley. We are proposing to have <br />an enclosure out of the alley, and move the dumpsters out of the alley so the enclosure does <br />not interfere with the utilities. <br />Howard Pollock speaks. Regarding the dumpsters, one of them is for recycle and the other for <br />trash. They are both full with Art Center usage. The recycle bin gets very little. There are four <br />garages in the alley that people use. <br />Summary and request by Staff and Applicant: <br />Staff recommends approval with the stated conditions. <br />Closed Public Hearing and discussion by Commission: <br />Rice says overall, this is a great improvement. I support the proposal. There is the issue of the <br />dumpsters which I understand currently exist in the alley. What we are trying to do is improve <br />the property, so we should try to fix this dumpster issue. I hear it is not impossible but not easy. <br />If that is the issue, we ought to try and fix it. I support staying with the condition that Staff has <br />placed. If this was a private developer, we'd make them fix the dumpsters and not leave them in <br />the alley and unscreened. I don't think the City should be held to a different standard. <br />Brauneis says I am in support. <br />Moline says I am in support. I will stick with the condition as stated. In this case, in some <br />respects, the entity we most often inconvenience in terms of utilities is ourselves. I think we <br />should try and hold ourselves to that. I am excited about the project. <br />Hsu says I am in support. The dumpsters issue bothers me as well because it appears we are <br />not planning very well. There are a few solutions. One is to keep them in the alley, second is to <br />cut down trees, three is to redesign the pool house, and four is zero -waste generation <br />management. Of those, the creative one of cutting trees seems most likely. I hope Staff and the <br />architect can come up with something before CC. <br />Pritchard says I am in support with the waivers requested. I agree we need to address the <br />dumpsters issue because we need to hold the City to the same standards of any other <br />applicants. I think we need to have the Arts Center participate in this because they are part of <br />the problem by sharing them. It could be looking at waste management in terms of the size of <br />the dumpsters. I will allow Staff to work that out. I think it has to be addressed in some capacity <br />because CC will expect it. <br />Motion made by Rice to approve Memory Square PUD and SRU, Resolution No. 12, Series <br />2017.
