We only have a single tie-in which eliminates the chance for the <br />facility to be shut down. This plant provides the base loading for entire city year-round. <br />Commission Questions of Applicant: <br />Rice says I suspect neighbors will have questions with regard to an industrial facility and the <br />nuisance that could come from it, such as noise and light and excess vehicle traffic. Can you <br />address those issues? <br />Peterson says because this is a replacement pump station, we are not anticipating any <br />additional traffic. We are not adding more staff. It will be the same current noise level. We are <br />replacing the five pumps now with five new pumps. They are all within the facility. Lighting will <br />probably be improved. Lighting currently faces south. The new pump station will have lighting <br />facing north, toward open space and away from residents. <br />Rice says you will pave the road too. Any dust kicked up by vehicle traffic will be reduced. <br />Peterson says yes. <br />Public Comment: <br />Stuart and Liane Todd, 1852 Fillmore Court, Louisville, CO <br />We live by the water plant. The dust is not what we worry about. It is the noise. The view of the <br />mountains has been taken away from us. We built in 1980 and were promised that they would <br />not expand and nothing will be tall. Every rule has been broken. Every time we bring something <br />up, we feel like we don't exist up there. The trees are so high that we cannot see the mountains. <br />We were promised there would be bushes. From our street, no one can see the mountains. <br />Some people took it upon themselves to trim the trees from different sides. Can we work <br />together so everybody is happy? How large is the building going to be? Like the other one? Will <br />it be larger? It does make noise. The trucks go back and forth all day. What can you do for us <br />up there? We went to a meeting when the solar started coming up there. We were not informed. <br />Mr. Fleming and everybody came up to check it out. The solar was a 20' extension so it is <br />literally in front of the people's houses. Bushes are covering the solar panels. Please inform us <br />and hold to what you say. It is heartbreaking. <br />Heidi Henriksen, 3543 Nyland Way, Lafayette, CO <br />I live north of the facility. I wonder if the northern facing lights will impact us. I'd like to see a <br />different layout than this. Please keep light pollution in mind. All of our lights in the neighborhood <br />are 34 high. We'd like to be able to see the stars. Hopefully, we will not get any impact from <br />the new plant. <br />Walter Davis, 1853 Fillmore Court, Louisville, CO <br />I live next to the Todds. I back right up to the Water Treatment Plant. I understand the City has <br />to update. Are you going to build it into the south side of the hill? Could you please hide the new <br />building? A couple of the trees are getting really big and they are blocking the views. If they <br />were topped, they could be 15-20'. This is our complaint. Please don't let the trees be so <br />obtrusive. <br />Tom Robertson, 513 W. Cedar Place, Louisville, CO <br />I have a few questions. I will be able to see this new construction, but it is not in my direct line of <br />site. I just heard that the old, existing pumping station has 5 pumps, 2 of which are now <br />dysfunctional. The new plant, I presume, will have 5 pumps. Why can't we replace the two <br />pumps in there? We obviously can function on less than 5. That way we can maintain the <br />existing facility. What will become of the old building currently that houses the pumps? <br />Commission Questions of Staff and Applicant: <br />Moline asks to see the landscaping plan. Has Staff considered modifying it? We have been so <br />successful with the landscaping that it has become an impact for people. I'd also like to hear <br />about the noise and lighting. <br />Ritchie says the landscape is considered under agricultural zoning, which does not necessarily <br />have a landscape requirement. Staff requested the landscaping as an effort to help screen the <br />
