Passed by <br />voice vote. <br />Staff Report of Facts and Issues: <br />Ritchie presented from Power Point: <br />• The subject property is shown above in this recent aerial image, north is to the top. The <br />property is located in the northwest area of the City of Louisville, north of South Boulder <br />Road at Washington Avenue. <br />• Red rectangle shown on Power Point image is the approximate size and location of a <br />new high-zone/mid-zone pump station. <br />o The current high -zone pump station on the property is in disrepair and nearing the <br />end of its useful life. <br />o The new facility will replace the current pump station and provide new direct pumping <br />to the mid -zone. <br />o It is approximately 1351 SF on the eastern end of the property. <br />• Station is set down into the hillside, substantially lower than the adjacent residential. <br />• The new structure will mimic the brick structure currently there. <br />• Homes on Cedar Place are located nearest the location. <br />• East half of the drive is gravel and will be paved. <br />• Applicant is proposing new trees to help screen the new building. <br />• Staff has more information related to utility function of the structure. <br />• Compliance with Louisville Municipal Code Sections: 17.12.040 (Zoning), 17.28.120 <br />(PUD), 17.40.010 (SRU) and 16.16 (Plat) <br />• Staff finds the application complies with all applicable criteria in the Louisville Municipal <br />Code <br />Staff Recommendations: <br />Staff recommends Planning Commission move to approve Water Treatment Plant, Resolution <br />17, Series 2017. A resolution recommending approval of a request for a final plat for unplatted <br />property and a final Planned Unit Development and Special Review Use to allow additional <br />improvements at the Sid Copeland Water Treatment Plant, with one condition, <br />1. The applicant shall comply with the Public Works memo dated June 30, 2017 prior to the <br />public hearing before City Council. <br />Commission Questions of Staff.- None. <br />Applicant Presentation: <br />Cory Peterson, Water Resources Manager, City of Louisville, 749 Main Street, Louisville, CO <br />I have no formal presentation, but I will describe what a high -zone pump station is. If you <br />consider the City cut into three slices, this is essentially what has happened with our water <br />pressure zones. Everything north and west of Via Appia is considered the high -zone. There is a <br />small sliver that runs from north to south and expends toward the CTC area which is the mid - <br />zone. The Downtown area is the low -zone. Those are the three areas our Water Treatment <br />Plant serves. The Sid Copeland Water Treatment Plant is an 8 mgd (million gallons per day) <br />facility. The only way this plant can facilitate water delivery to the high -zone is with this pump <br />station. The existing pump station was constructed in 1984 and has five pumps. Currently, two <br />of those pumps do not operate. The other three are in severe disrepair and it is becoming a <br />critical infrastructure for the City. The plan is for a stand-alone facility. We are looking at a new <br />location because of hydraulic reasons. Going farther downhill allows us to have more head on <br />the pump station, which allows us to pump easier and eliminate air locking or cavitation for the <br />pumps. The other reason for a separate location is it allows us to build the pump while the <br />
