Planning Commission <br />Meeting Minutes <br />August 10, 2017 <br />Page 4 of 19 <br />• The development shall provide for architectural enhancements regarding building <br />articulation, materials, texture and color, and treatment of loading areas and other <br />features above the standards of the IDDSG. <br />o The third provision of Condition A sets forth requirements for architectural <br />enhancements above the standards of the IDDSG. Staff finds the application does <br />not comply with this provision. The Staff report discusses this in greater detail, but <br />Staff notes that the entire fagade of the building is considered a Public Zone, which is <br />set forth in 4.3.1 of the IDDSG and requires that any wall in a Public Zone <br />incorporate significant architectural features to diminish the building mass, using a <br />combination of different techniques. Staff notes that while the building utilizes <br />multiple colors, it provides minimal horizontal and vertical articulation and change in <br />materials other than at the ends of the building. <br />o Regarding building materials and texture, Staff finds that the use of a form liner does <br />not comply with the intent of the Ordinance language for building materials above the <br />standards of the IDDSG. Form liner is tilt -up concrete that is molded to include a <br />pattern or texture. Painted and textured tilt -up concrete is permitted in the IDDSG in <br />Section 4.5.1., but Staff finds that this primary material is not considered ABOVE the <br />standards of the IDDSG. The use of metal panels at the building ends as an accent <br />is acceptable but higher quality materials should be utilized throughout the north and <br />south facades to meet this condition of the Ordinance. <br />• Application does not comply with this condition for articulation, materials <br />and texture <br />• Application complies with treatment of loading areas <br />Ordinance 1725: B. <br />• The principal structures shall be set back at least 100 feet from the north property line. <br />• Application complies with this condition <br />Ordinance 1725: C. <br />• The development shall incorporate City/CTC entry features on Outlot C acceptable to <br />the City and determined at the time of PUD approval. <br />o The PUD includes the same wayfinding sign that City Council is considering for use <br />throughout the City at identified entry areas. City Council will consider this condition <br />as part of their review. <br />• Application complies with this condition <br />IDDSG: <br />The application complies with provisions for: <br />1. Site Planning <br />3. Pedestrian and Bicycle Circulation <br />5. Landscape Design <br />6. Fences and Walls <br />8. Exterior Site Lighting <br />IDDSG: <br />2. Vehicular Circulation and Parking <br />Access drive in Easement Area No. 2 <br />Staff finds that the application complies with the IDDSG for vehicular circulation and parking for <br />most areas. The IDDSG includes a guideline that sites greater than 5 acres be permitted three <br />driveways. Staff is comfortable with 5 access drives due to the size of the site and unique user <br />intended for the site. <br />A waiver request is included to allow an access drive with less than the required 75' offset from <br />an access drive on the opposite side of the street. Public Works reviewed this request and have <br />no objections to this condition. Staff finds the application provides for adequate circulation, <br />
