Planning Commission <br />Meeting Minutes <br />November 9, 2017 <br />Page 4 of 7 <br />Carroll Neehan 501 Eisenhower Drive, Louisville, CO asked if rezoning would allow the City to <br />sell part of the property off to developers. <br />Ritchie stated that it would not, as selling the property would require a vote from residents as <br />required in the City Charter. <br />Zuccaro stated that City Charter prevented any sale or lease of any percent of the property <br />without going to a vote to city residents. <br />Neehan asked what the advantage was of rezoning <br />Zuccaro responded that it was an extra layer of protection for open space land so that the <br />designation and the zoning matched. He confirmed that selling the land was not part of the <br />proposal. <br />Pritchard asked for questions of staff. Seeing none, he requested a summary. <br />Ritchie summarized that the Commission was considering a request to rezone certain city - <br />owned property from various other zone districts to the Open Space Zone District. <br />Pritchard asked the Commission for comments. <br />Hsu, Sheets, Moline, and Rice voiced their support. Hsu and Rice noted that only one criterion <br />needed to be met and that everyone agreed that criterion 2 was met at the least. Rice added <br />that rezoning will make it even more difficult to change this land from open space. <br />Moline moved to approve Resolution 23, Series 2017 to rezone certain city -owned property from <br />various other zone districts to the Open Space Zone District and Sheets seconded. Roll call <br />vote. Motion passed unanimously. <br />808 Main: A request for a Final PUD to allow the construction of a two-story rear addition at 808 <br />Main Street (PUD-035-2017.) <br />• Applicant: Andy Johnson <br />• Owner: 808 Main LLC <br />• Case Manager: Lisa Ritchie, Associate Planner <br />Pritchard asked for disclosures from the Commission. Seeing none, he requested the staff <br />presentation. <br />Ritchie presented the Planned Unit Development, which consisted of a two-story addition to the <br />rear of the building and the construction of a new trash receptacle. Applicant proposes to keep <br />the two existing parking lots and the PUD does not trigger requirements for additional parking <br />spaces. The building would use off-white stucco and have a steel door painted to match the <br />wall. Accents match the rustic character of the building. There would also be a mechanical <br />screen on the roof. All changes comply with height, setback, and development standards and <br />comply with Downtown Louisville Handbook and Zoning Regulations. <br />Staff finds that application complies with Downtown Louisville Handbook for additions to <br />buildings and all the standards with respect to urban, site design, architectural details, and <br />criteria for historic buildings. Ritchie noted that staff did not review the building as -is for <br />compliance, they only considered the proposed building. The application also complies with <br />Municipal Code 17.28.120. Staff recommends approval of Resolution 22, Series 2017 for a final <br />PUD to allow the construction of two-story rear addition at 808 Main Street. <br />
