Planning Commission <br />Meeting Minutes <br />September 14, 2017 <br />Page 4 of 10 <br />stated that the proposed use was consistent with the aspects in the GDP as it did not abut any <br />residences and commercial development was still part of the GDP. <br />Hsu asked what the church meant by the description of the space as a "warehouse" in a Daily <br />Camera article. <br />Candy responded that "warehouse" describes the open -space plan for the interior, but that the <br />church wants an attractive exterior. <br />Pritchard asked for more questions from the commissioners. Seeing none, Pritchard called for <br />public comment. <br />Victor Gulas, 633 Jefferson Avenue, Louisville, CO stated that he and his wife have been in <br />Louisville for 24 years. He stated that Ascent wanted to bring the church into the community <br />through projects such as the toy drive and helping clean up homes. Gulas also mentioned that <br />Ascent's current location was one of the evacuation sites when Monarch High School had a <br />bomb scare and that other groups have also used the space. Approving the zoning will <br />encourage more of this kind of community -based work, and the church wanted to work with <br />government, non-profit, and profit interests in building its new home. He recommended that the <br />Commission approve the request. <br />Mindy Caliguire, 928 St. Andrews Lane, Louisville, CO stated that she is a newer resident to <br />Louisville. She compared Ascent to other churches she has attended, saying that Ascent <br />provides the community with meaningful relationships such as when she and her family moved <br />to Louisville. She requested that the Commission approve the request in the interest of current <br />and future residents. <br />Pritchard asked for staff to provide any last comments and a summary of the request. <br />Dean stated that staff recommended approval with no conditions. <br />Pritchard asked for commission discussion and comments. <br />Rice stated that he was in support, and that as there had been no development on that property <br />for 13 years, Ascent would spur further development. <br />Brauneis was in support. <br />Hsu was in support, but suggested using the phrase "open floor plan" rather than "warehouse." <br />Moline was in support and believed Ascent was solving an issue within the city. <br />Sheets was in support. <br />Motion made by Pritchard and seconded by Sheets to approve St. Louis Parish General <br />Development Plan- 1st Amendment: A request for a First Amendment to the St. Louis Parish and <br />Commercial Park GDP to allow a religious institution as a permitted use in Zone 2. <br />Pritchard called for a vote on the motion. The motion passed unanimously. <br />Subdivision Modifications Ordinance: A request to amend Title 16 and Title 17 of the <br />Louisville Municipal Code to amend the modification process for subdivision <br />applications, and make other minor miscellaneous modifications (LMCA-0068-2017). <br />
