Planning Commission <br />Meeting Minutes <br />September 14, 2017 <br />Page 5 of 10 <br />Ritchie stated that public notice was published in the Boulder Daily Camera on July 23rd, 2017 <br />and posted in City Hall, the Public Library, the Recreation Center, and the Courts and Police <br />Building on July 21st, 2017. Ritchie entered a new resolution with the correct date into the <br />record. <br />Motion made by Brauneis and seconded by Sheets to enter the updated resolution with the <br />correct date into the record. Motion was approved unanimously. <br />Ritchie continued the presentation stating that changes to the ordinance from the August 10t" <br />2017 are as follows: <br />• The inclusion of specific, subdivision related criteria for applications for modifications to <br />stand-alone subdivision applications; <br />• The inclusion of specific, subdivision related criteria for applications for modifications to <br />subdivision applications that accompany a PUD; <br />• The inclusion of criteria that no modification shall be approved if it results in additional <br />dwelling units beyond what would otherwise be allowed in the underlying zoning; <br />• Two additional changes to Title 17 regarding process that staff identified and <br />recommends for consistency. <br />Staff recommends the approval of the Subdivision Code Amendment. <br />Rice asked if housing that only feeds off alleys would meet the definition of a lot. <br />Zuccaro responded that it could be permitted in a PUD with a waiver and would make sense in <br />the context of having a PUD where innovate design is provided. <br />Brauneis asked if the Commission should be thinking of alley access as more important in <br />commercial than in residential situations. <br />Zuccaro responded that in Old Town and Downtown, which have a lot of alleys, the concept of <br />having both alley and street frontage mostly applies to residential areas. In commercial areas <br />the city is promoting alleyways as pedestrian walkways. But in residential areas street frontage <br />is for pedestrians and alley access is for cars and trash. <br />Hsu pointed out that Louisville Municipal Code 16.16.050B states that each lot shall have <br />vehicular access to a public street and asked if the Commission wants to change it from "public <br />street" to "street" to accommodate private streets. <br />Zuccaro responded that the section should be updated to make it consistent with what the <br />Commission is trying to achieve elsewhere in the code. <br />Hsu also requested that the Commission remove the minimum number of paper copies and add <br />a maximum number of copies on applicants. <br />Zuccaro responded that staff is trying to move toward having 100% electronic review for city <br />applicants. <br />Pritchard asked Hsu if the issue of the private and public streets needs to be brought back to <br />City Council. <br />Hsu responded that staff can amend the code without bringing it back to City Council and asked <br />if the meeting minutes from the last meeting will be ready before the next City Council meeting. <br />
