Planning Commission <br />Meeting Minutes <br />June 25, 2020 <br />Page 9 of 24 <br />Geoff Baukol: <br />President of Brue Baukol Capital Partners <br />Baukol discusses the seven staff conditions and their response to those. They are <br />accepting four of the conditions as is and asking for modifications on three of them. <br />One modification is related to how future PUD's will have to have traffic study <br />submittals. They are asking for this modification for the Northwest Parkway and <br />Highway 36 interchange because it is a regional intersection and it draws traffic for <br />multiple jurisdictions. The other two consistent of the concurrency restrictions with <br />Parcel A. They have agreed to restrict the senior living residential units until building <br />permits are pulled for all three of the Medtronic campuses and the foundation inspection <br />is completed for their first building. In addition to other residential, they have agreed to <br />limit the 450 units until 1 million square feet of commercial is built. <br />He then discusses the criteria for the comprehensive and general development plan. He <br />mentions how the amendment they are proposing meets all the criteria's. He then reads <br />each criteria and discusses in detail how they meet each one. <br />Commissioner Questions of Applicant: <br />None is heard. <br />Public Comment: <br />None is heard. <br />Discussion by Commissioners: <br />Diehl states that this special district is zoned rural and feels like the comprehensive <br />plan was chosen as rural for a reason. We want that land to be unique from other cities <br />in wanting to keep it rural. He does not believe this application is geared towards what <br />the citizens want, which is to keep the land more rural. Citizens provided a lot of <br />feedback but the proposal was not changed enough to support that feedback. He is in <br />favor of keeping the comprehensive plan as is in order to adhere to the property's rural <br />zone district. <br />Moline says that if the community wants more of the proposed development benefits <br />and improvements, we ought to approve this application. In order to do that though, the <br />community as a whole needs to be excited about that approval. The public has provided <br />both positive and negative traits for this proposal. To approve this development, he <br />believes it will take more than just an amendment to the comprehensive plan. He says <br />that they will need complete revisions of the entire comprehensive plan. He does not <br />believe this proposal meets the criteria. When this property was zoned rural and it had <br />the approval from the community, it showed to him that the residents felt that the city <br />had reached its limits. They were not ready for suburban development and that they did <br />not want more. Another concern for him for this proposal is the housing jobs imbalance. <br />Staff's report showed it would be an imbalance of 6,000 units. This will make a greater <br />challenge for housing within the city, giving even less affordability for residential <br />properties. The proposal is too much and have too much of a dependency on fossil <br />fuels. He was surprised that sustainability was not discussed enough and brought up in <br />
