The City Manager and Finance Director undertook an <br />iterative process with each Director to identify strategic budget reductions in each department. <br />The Finance Director then compiled the adjusted budget, with all carry -forward changes, <br />departmental reductions and organization -wide adjustments and developed a modified 2020 <br />budget. <br />With City Council's approval of the utilization of up to $2.5 Million of fund reserves to address <br />budget reductions and General Fund transfers to the Recreation and Open Space funds, staff <br />were able to reduce budget cuts. <br />The table below reflects the 2020 expenditure reductions by fund: <br />Expenditure Reductions by Fund <br />Amount of Percent of <br />Fund Reduction Reduction <br />Description from Budget from Budget <br />General Fund $1,500,000 7% <br />Open Space & Parks Fund $106,000 2% <br />Recreation Fund $940,000 20% <br />The City has made several organization -wide budget reductions that will impact departments <br />programs and services in different ways. They include: <br />• Part-time employee furloughs — As a result of the pandemic the City originally <br />furloughed nearly all part time employees which was approximately 270 employees. <br />There were two phases of furloughs: <br />o Phase 1— City retained 51 part-time employees working and furloughed the <br />remaining 219 employees; <br />o Phase 2 we reviewed the 219 furloughed employees and extended the furlough <br />to 94 of those employees through September 25t" and laid off the remaining <br />125. <br />o All layoffs were of non-benefitted, part-time employees. <br />o While these furloughs and lay-offs come with some unemployment expense, the <br />City anticipates some or all of the unemployment expenses will be reimbursable <br />through federal CARES act funding. <br />• Seasonal hiring freeze/reductions - Seasonal employees are critical to several City <br />operations that occur spring through fall. The City implemented a seasonal hiring freeze <br />and did not hire seasonal employees at the beginning of spring/summer to support field <br />work. Starting in late June, the City will bring on a limited number of seasonal <br />employees to support the work needed in the remaining summer/fall season. The <br />
