Economic Vitality Committee <br />Meeting Minutes <br />September 25, 2020 <br />Page 2of3 <br />retention visits and exit surveys could provide additional measures for this goal <br />and that she would make a proposal in the next draft. <br />While still discussing KPIs, Director Pierce noted that more work was required <br />on measures for the green practices/sustainability goal, and that some might be <br />found in that existing program. Mayor Stolzmann suggested adding a measure <br />for the number of businesses participating in the City's Green Business <br />Program. <br />Continuing through the draft plan matrix, the Committee discussed how <br />responsibility for Supporting Actions was determined and the capacity to <br />address the many recommended programs and tasks. The Committee will <br />provide staff input about other parties, such as the Business Retention and <br />Development Committee and Louisville Revitalization Commission, that might <br />be appropriate to work on some priorities. Director Pierce also helped to clarify <br />actions that were one-time in nature vs. ongoing priorities. <br />City Manager Basler and the Mayor Stolzmann discussed how the budget <br />would play into future determination of priorities and resources. The Committee <br />determined there was not much more work to be completed before the draft <br />plan could be shared with City Council. Director Pierce noted the Economic <br />Vitality Committee is scheduled for a Council update on November 10. For the <br />October 16 meeting, Director Pierce will incorporate the input from today, revise <br />the priority order of Supporting Actions, add more suggestions to Responsibility, <br />and make note of one-time vs. ongoing actions to assist in managing time and <br />resources. <br />Mayor Pro Tern Maloney asked Director Pierce to also consider programs or <br />actions that should have City Council involvement in drafting Responsibility — <br />such as the discussion around Transit Oriented Development. <br />In considering the overall format and presentation of the plan through a matrix, <br />Mayor Stolzmann suggested Director Pierce can clarify for the Council that <br />tasks are more suggestive in nature and that the substance that would be <br />approved is the Supporting Action level and up. <br />Chair Dickinson called on the members of the public for their comments. <br />Councilmember Fahey said she agreed this was a very comprehensive <br />presentation and that she would be very supportive of these actions when they <br />are advanced to City Council. <br />Mike Kranzdorf suggested making the plan easy to digest before bringing it to <br />City Council. He also noted that while addressing key vacancies is a priority for <br />the City, this will largely remain dependent on private developers. He stated the <br />City can assist, but that developers must work to fill the spaces too. <br />Agenda Packet P. 3 <br />
