Louisville Local Licensing Authority <br />Meeting Date: July 30, 2001 <br /> <br />closing occurred or that a liquor license transfer application would be forthcoming. <br /> <br />Attorney Harrington reiterated that an application should be filed on or before the date legal <br />possession of the premises changes. <br /> <br />Sergeant Riggins added that the new owners may not be able to operate the business immediately <br />because they would not be grand-fathered in under the terms of the Louisville Building Department, <br />and that this fact could shut them down for issues of modification of premises. <br /> <br />Deputy City Clerk Bolte also stated she had received a call on the possible August purchase of the <br />Brass Monkey retail liquor store. To date, no additional information has been received. <br /> <br />B. Louisville Liquor Newsletter/Liquor Board Training Manual <br /> <br />Bolte stated to members that she had attended the Colorado Municipal Clerk's Institute in Boulder <br />and that many jurisdictions have incorporated a quarterly newsletter as a way to convey various <br />kinds of information to their licensees. Bolte stated some of her ideas for items that could be <br />included such as, upcoming training dates, names of establishments due for renewal, perhaps a <br />Police Dept. column, and possibly an annual letter from the Authority Chairperson. <br /> <br />Bolte asked the Authority their opinion on adopting such a newsletter for the Louisville Local <br />Licensing Authority. Member Sackett asked who would make the time and be responsible for <br />writing the newsletter. Deputy City Clerk Bolte stated that she would be responsible for the <br />quarterly publication. <br /> <br />Member Kimmett stated that he thought there might be potential and suggested the matter be <br />discussed when all the members and Chair are present. Bolte stated that she would prepare one <br />page of a proposed newsletter for the Authority to review at the next meeting. If the Authority <br />voiced its approval, the next step would be to gain the approval of City Council. <br /> <br />Bolte stated that she is in the process of gathering materials to be included in an Authority member <br />orientation or training manual. She stated that she needed the feedback of the new members <br />concerning materials received that were beneficial or other information that would be beneficial to <br />include in the manual. Bolte reminded the Authority that developing a manual was requested by <br />Council at the beginning of the year and that perhaps over the next few months, items could be <br />reviewed at each meeting and incorporated into a finished product by year end. <br /> <br />IX. AUTHORITY ATTORNEY'S REPORT <br /> <br />A. New Executive Session Procedures <br /> <br />Authority Attorney Harrington stated that there was new legislation passed during the last session <br />that significantly changes the executive session procedures for local public bodies. <br /> <br />Harrington stated that although this Authority rarely holds executive sessions, a review of the new <br />procedures is necessary.
