Revitalization Commission <br />Minutes <br />September 9, 2020 <br />Page 4 of 9 <br />Council member Lipton does not want to prematurely commit to anything <br />without going through the established process. But for private grant with no <br />application, he wonders if we should put a place holder in. He suggested <br />including the projects may send a signal to public or developers that we intend <br />to do something without going through our process. Chair Fisher asked <br />suggested leaving the item out of the 2021 budget and instead doing a budget <br />amendment if the application occurs. <br />Commissioner Gorsevski said these potential projects at 511 E. South Boulder <br />Road and Hwy 42 are expensive. He inquired if those would come out of fund <br />balance. Director Watson said staff estimates a $2.3 million fund balance for <br />2021 after all prior commitments are paid. <br />Commissioner Adler likes additional wayfinding at DeLo and using fagade <br />improvements as a placeholder for public infrastructure at 511 E. South <br />Boulder. <br />Commissioner Bradfield inquired whether LRC should assume projects are on <br />the backburner given the unsettled economic environment. He suggested <br />sidewalk improvements in current climate of people walking should move to top <br />of list. Commissioner Bradfield also asked why DeLo signage has not been <br />completed. Director Pierce said no action has been taken because that requires <br />direction from LRC to initiate this project from scratch. <br />Commissioner Gambale agrees with previous comments related to sidewalk <br />improvements and DeLo signage. He said if the DeLo signage is a City signage <br />project, it will never get done. He believes the LRC should stay focused and <br />agrees with Commissioner Bradfield that we should stick with known needs that <br />need to happen. We have the dollars to do what we need to do. <br />Commissioner Tofte said there is a sign in front of the Middle School pointing <br />down Griffith to parking. He thought the Griffith and Pine St sidewalk <br />improvements are tied in with the Quiet Zone project. City Manager Balser said <br />it is dependent on the City's paving and concrete plan and Hwy 42, which is <br />dependent on a larger Hwy 42 plan. She believes the Hwy 42 study should <br />start next year. She said we are trying to get an idea of priorities to coordinate <br />with the City's schedule as the City does the improvements. <br />Commissioner Adler asked about fagade improvements on South Boulder <br />Road; she feels it is important. Director Pierce said there was no particular <br />Agenda Packet P. 6 <br />
