Revitalization Commission <br />Minutes <br />September 9, 2020 <br />Page 6 of 9 <br />Commissioner Bradfield said Louisville Plaza is doing well and the LRC should <br />pay attention to other things. <br />Council member Lipton discussed attachment #1, which indicates revenues are <br />not far off the mark because of compensating activities occurring. He agrees <br />that Louisville Plaza is doing well and agrees that the LRC should not spend <br />money there. There are other areas like Hwy 42 north which he would be more <br />concerned about. Downtown is of greatest concern with half of the revenue it <br />would have been. Council member Lipton would like more refined data. <br />Commissioner Gambale said restaurants will most likely continue downward <br />trend and are expecting a rough winter. He asked about interest in DeLo given <br />the continued improvements there. He inquired if DeLo was an area for <br />incentives or investments. <br />Commissioner Bradfield referred to page 39 of the packet. Louisville is a <br />destination for restaurants and if we can come up with a way to provide <br />accessibility to restaurants over the winter, perhaps we can retain more of them <br />when the pandemic is over. It was discussed how the City's Recovery & <br />Improvement Matching Grant program could assist restaurants. Commissioner <br />Bradfield suggested perhaps infrastructure improvements through alleyways. <br />Council member Lipton asked if there other types of support in terms of <br />branding and marketing that would benefit the area. <br />Director Pierce said there will be a capacity issue of how many programs she <br />can manage. Marketing is part of the EV strategic plan. Council member Lipton <br />asked if we can provide grant money to Downtown Business Association. City <br />Manager Balser said it depends on expectations and capacity. <br />Commissioner Gorsevski said Superior has allowed staff to use their <br />purchasing card for lunch, supporting local business. He asked what <br />restaurants need most going into winter. Director Pierce said that is where the <br />recovery program came from, was conversations with businesses about their <br />need. <br />Commissioner Bradfield asked Director Pierce and City Manager Balser what <br />else they need.
