City Council <br />Meeting Minutes <br />October 6, 2020 <br />Page 3 of 9 <br />RESOLUTION NO. 77, SERIES 2020 — A RESOLUTION APPROVING A SPECIAL <br />REVIEW USE TO ALLOW USE GROUP 51, PET CARE BUSINESS, AND A PLANNED <br />UNIT DEVELOPMENT TO ALLOW THE CONSTRUCTION OF AN 8,700 SQUARE - <br />FOOT, SINGLE -STORY BUILDING AND ASSOCIATE SITE IMPROVEMENTS AT 578 <br />SOUTH PIERCE AVENUE <br />Mayor Stolzmann introduced the item, opened the public hearing and asked if there were <br />any disclosures. There were no disclosures. <br />Director Zuccaro reviewed the site and the PUD proposal for a pet care business at this <br />location. He noted one waiver request to not plant the required trees along the south of <br />the property due to the detention pond. He noted the application does exceed the <br />minimum landscaping area standard by 9% and they have said they will put in additional <br />plantings on the east side of the lot. <br />He reviewed the special review use application noting this is needed for a pet care <br />business in this industrial zone. The applicants have an odor and noise mitigation plan for <br />the site. <br />Staff recommends approval of the resolution as the proposal is in compliance with the <br />IDDSG, the PUD criteria, as well as the SRU criteria. <br />Mayor Pro Tern Maloney asked if staff feels this is a compatible use of the neighborhood. <br />Director Zuccaro stated staff feels it does and the CTC Owner's Association supports the <br />application. <br />Margaret Hoover, applicant, reviewed their operations plans highlighting staffing, plans for <br />odor and noise control, and drainage. <br />a171[.Ti.uu-101rem <br />Mayor Stolzmann stated she believes the application does meet the IDDSG if there is <br />additional landscaping to offset the waiver request. <br />Councilmember Lipton moved to approve the resolution; Councilmember Fahey <br />seconded the motion. <br />Mayor Stolzmann closed the public hearing. <br />Roll Call Vote: Motion passed by unanimous roll call vote. <br />RESOLUTION NO. 78, SERIES 2020 — A RESOLUTION DESIGNATING THE <br />STECKER-KERR HOUSE LOCATED AT 633 LAFARGE AVENUE A HISTORIC <br />LANDMARK <br />
