City Council <br />Meeting Minutes <br />August 25, 2020 <br />Page 2 of 4 <br />project full-time staff of 5-15 and a large part-time staff with staff members earning <br />between $30,000 - $35,000. <br />This project meets the BAP criteria by creating new basic jobs within the City and drawing <br />new customers/visitors to the area, without detracting from other existing businesses. <br />The assistance is for a proposed 50% rebate of Building Permit Fees and Construction <br />Use Tax, capped at $84,000. A proposed 40% rebate on new Consumer Use Tax, related <br />to equipment and tangible good purchases for the sports facility, capped at $6,000. The <br />project must be completed by January 31, 2022 and the business must remain in <br />Louisville for 7 years. <br />The financial impact to the City would be rebates totaling $83,220. These are off -set by <br />anticipated revenues of $194,390. Based on initial estimates of equipment and fixture <br />needs, the company could pay $18,250 in Consumer Use Tax, of which the City would <br />rebate $6,000. The total impact over two years is $212,640. <br />Staff recommends approval of the resolution. <br />Public Comments — None <br />Councilmember Lipton asked if this needs a Special Review Use in the CTC. Mayor <br />Stolzmann stated gyms are a special review use in the CTC. <br />Councilmember Lipton moved to approve the resolution; seconded by Mayor Pro Tern <br />Maloney. <br />Roll Call Vote: motion passed by unanimous roll call vote. <br />DISCUSSION/DIRECTION — SUSTAINABILITY ACTION PLAN UPDATE <br />Mayor Stolzmann introduced the item. <br />Laura Levesque -Catalano spoke on behalf of the Sustainability Advisory Board noting <br />their goals for a healthy environment and resilient community. She noted the recent <br />citizen survey showed great support for sustainability. The Board has spent the last year <br />updating the plan with new goals, new regional information, and updated targets. This <br />plan is a lens through which the City can make decisions moving forward. The Board <br />recommends Council adopt the plan and supports additional funding for sustainability in <br />all areas of the City. <br />Sustainability Specialist Baum stated this update has inclusive, priority driven information <br />that they feel also provides accountability and flexibility. She noted there were a variety of <br />reasons to update this now including new community -wide carbon reduction goals, <br />
