Planning Commission <br />Meeting Minutes <br />July 16, 2020 <br />Page 8 of 12 <br /> <br /> <br /> <br />Emily Kean, 931 Main St <br /> <br />Kean says that they originally bought the property to use it as a therapy office but then <br />decided to keep the space for retail as they saw that that use fit the property better and <br />wanted to support downtown Louisville in that way. She thinks this is a low impact <br />development and is happy to answer any questions the commissioners may have for <br />her. <br /> <br />Commissioner Questions of Applicant: <br />None is heard. <br /> <br />Public Comment: <br />None is heard. <br /> <br />Closing Statement by Staff: <br />Ritchie reminds the commissioners that staff is recommending approval for this <br />proposal. <br /> <br />Closing Statement by Applicant: <br />None is heard. <br /> <br />Discussion by Commissioners: <br />Brauneis mentions that this work would transform the building to make it more <br />accessible for wheelchairs and is encouraged to see that. <br /> <br />Rice says that he recalls hearings on two different occasions for this property and at the <br />time was in favor of both of them. When they did have a hearing on this, one of the <br />concerns mentioned was the second story because it might be more obtrusive. Since <br />that has been eliminated, he thinks this is a better proposal and is in full support of it. <br /> <br />Moline mentions that we are fortunate in this town to have historic buildings that keep a <br />uniqueness in the downtown area. He also mentions that applicant and architects in this <br />case are able to do creative things and enhance downtown. <br /> <br />Brauneis moves and Howe seconds to approve Resolution 8, Series 2020. Motion <br />passes unanimously by a roll call vote. <br /> <br />PLANNING COMMISSION COMMENTS <br />Rice opens the discussion of possibly having a cutoff time for public comments due to <br />the more recent higher profile applications that have an extravagant amount of public <br />comment and the limited time commissioners have to review them before the meeting. <br /> <br />Williams says that this was something on her mind as well. She emailed staff about this <br />before this discussion started at the last meeting. She thinks that there needs to be a <br />cutoff in order to have fairness for everyone. <br />
